Attending and chairing the conference were Vice Presidents of the Vietnam General Confederation of Labor: Ngo Duy Hieu and Nguyen Xuan Hung.
Speaking at the conference, Mr. Ngo Duy Hieu said that regarding the structure of the Draft Political Report, the evaluation of results basically inherits the traditional way of doing things, according to each field of work.
However, in the direction and tasks section, the draft is adjusted in the direction of being concise, succinct and approaching the functions of the Trade Union organization.
The report also focuses on the three main functions of the Trade Union, including: representing, caring for and protecting the legitimate and lawful rights and interests of workers; participating in state management, socio-economic management; and propaganda, mobilization, and education of workers.
In addition, the draft identifies key contents on building a strong Trade Union organization, including: organizational and personnel work; ensuring financial resources; expanding relations, especially international cooperation; innovating operating methods, promoting digital transformation and administrative reform...
Mr. Ngo Duy Hieu emphasized that a noteworthy new point is the orientation of building movements and action programs in a specific, easy-to-remember direction, associated with the practical benefits of workers. In which, there is a proposal for the movement "Good labor, high productivity, good income", to both encourage improving labor productivity and ensure improved income for workers.
Also at the conference, Mr. Nguyen Xuan Hung said that the Draft Charter of the new Vietnam Trade Union consists of 9 Chapters and 31 Articles (a reduction of 2 Chapters and 14 Articles compared to the Charter of the XIII term). The rearrangement of chapters and articles is carried out in a scientific and clear direction on subjects, organizational models, tasks, and powers of each level of Trade Union, thereby enhancing legal value and implementation responsibility.
The amended and supplemented contents in the draft are built on the basis of concretizing the Party's resolutions, the State's laws and practical requirements. At the same time, focus on overcoming inadequacies and obstacles in the process of implementing the current Charter.
According to Mr. Nguyen Xuan Hung, some notable new points in the draft include: reviewing and adjusting the subjects of union member gathering in accordance with the Party's policy; supplementing the model of directly superior grassroots trade unions with specific characteristics such as industrial park trade unions, corporation trade unions, unions of non-business units...
At the conference, delegates highly appreciated and agreed with the Draft Political Report and the Draft Trade Union Charter because of the scientific structure, specific content, showing the innovation of the Trade Union organization...
Concluding the conference, Mr. Ngo Duy Hieu emphasized that delegates focused on discussing and contributing intellectual opinions from practical experience related to the Draft Political Report and the Draft Trade Union Charter submitted to the 14th Vietnam Trade Union Congress.
The opinions will be summarized, absorbed, and completed to improve the quality of the Political Report and the Charter of the Vietnam Trade Union before submitting to the 14th Vietnam Trade Union Congress.
