    Based on the Law on Emulation and Commendation and guiding documents for implementation; considering the proposals of units and on the basis of submitting for consideration and commendation at the State level for collectives and individuals; to have a basis for reporting to the Emulation and Commendation Council of the Vietnam General Confederation of Labour, the Trade Union Affairs Committee - the Standing Agency of the Emulation and Commendation Council of the Vietnam General Confederation of Labour to inform people, union members and workers to know and have opinions.
