In mid-June 2026, Lam Dong Provincial Social Insurance (BHXH) said that Vietnam Social Insurance has just conducted remote inspections of 8 enterprises owing social insurance and health insurance (BHYT) in the province with a total amount of more than 4.4 billion VND.
After inspection, 6 out of a total of 8 enterprises have fully recovered the debt of more than 3 billion VND. At the same time, 3 enterprises were administratively sanctioned for late payment of health insurance according to regulations. However, there are still enterprises that have not fully remedied their obligations. Among them, Trinh Nhi Agricultural Products Investment and Production Joint Stock Company still owes nearly 510 million VND but has only paid 50 million VND. Phan Thiet Branch of Nova Hotels and Resort World Joint Stock Company owes over 930 million VND and has not yet remedied it.
This reality only reflects a part of the picture of insurance debt in the province. According to Lam Dong Provincial Social Insurance Director Dang Hong Tuan, by the end of May 2026, the whole province had 1,596 employers who were late in paying, evading payment or embezzling social insurance, health insurance, and unemployment insurance (BHTN) contributions for 3 months or more with a total amount of nearly 170 billion VND.
Many businesses have large and prolonged debts for many years. Typically, Nam Nung One Member Limited Liability Company is late in payment for 49 months with an amount of over 22 billion VND; Thanh Nguyen Limited Liability Company is late in payment for 64 months with over 12.7 billion VND; Tan Ha Investment Co., Ltd. is late in payment for 61 months with over 11 billion VND.
According to Lam Dong Provincial Social Insurance, the situation of late payment and evasion of insurance is not only a violation of the law but also directly affects the legitimate rights of workers. Many cases cannot close social insurance books to resolve retirement benefits, unemployment insurance benefits, occupational accident insurance or occupational diseases.
Many workers when moving to a new workplace also face difficulties because the previous social insurance participation period has not been confirmed, and the insurance contribution process cannot be accumulated. Those who need to settle one-time social insurance benefits or face financial difficulties are also seriously affected.
According to Mr. Tuan, the reason for the prolonged insurance debt situation stems from many factors. Some businesses face difficulties in production and business, so they prioritize capital sources for immediate operations. Some businesses use the social insurance contributions of employees for production activities instead of paying according to regulations.

To handle this situation, Lam Dong Provincial Social Insurance has implemented many measures such as sending periodic debt notices, inviting businesses to work, and at the same time publicizing the list of businesses that have been late in paying for 3 months or more on the industry's electronic information page.
In addition to the ongoing solutions, Lam Dong Provincial Social Insurance has proposed that the Provincial People's Committee direct departments, branches, and mass organizations to coordinate in recovering insurance debts; not considering rewarding violating units. At the same time, it is proposed to establish an inter-sectoral working group to work directly with businesses with prolonged debts, resolutely handle administrative violations and consider transferring dossiers to competent authorities for handling according to regulations, including criminal handling for cases of intentionally evading payment and appropriating insurance money of employees.
According to Lam Dong Provincial Social Insurance, definitively handling insurance debts not only protects the rights of workers but also contributes to ensuring social security, maintaining stable labor relations and creating a healthy business environment in the province.
