After a year of operating under the 2-level local government model, the implementation of social insurance (BHXH), health insurance (BHYT), and unemployment insurance (BHTN) policies in Hai Phong has achieved many positive results. The number of people participating in social insurance, health insurance, and unemployment insurance continues to increase; the work of resolving regimes and policies is carried out promptly and in accordance with regulations, ensuring the rights of participants. The payment of social insurance and unemployment insurance regimes is carried out accurately and safely, without causing losses; the rate of payment through personal accounts is high.
The coordination between members of the Steering Committee, departments, branches and local authorities is increasingly close and effective. The targets for developing social insurance and health insurance participants have been included in resolutions and socio-economic development plans of all levels, creating an important basis for directing and organizing implementation. Inspection, examination, and handling of violations have been strengthened. The management and use of the health insurance fund are strictly implemented; focusing on controlling health insurance medical examination and treatment costs, ensuring the supply of medicines and medical supplies to serve patients with health insurance cards, and at the same time strengthening prevention and preventing manifestations of abuse and profiteering from the health insurance fund.
The work of administrative procedure reform, application of information technology and digital transformation is being implemented synchronously; the transaction of electronic dossiers, online public services and the implementation of Project 06 of the Government create favorable conditions for people and businesses in participating and enjoying social insurance, health insurance, and unemployment insurance policies.
The Steering Committee for implementing social insurance and health insurance policies of the city sets out goals and targets for 2026: Health insurance coverage rate reaches 95.5% of the population or more. The rate of workers participating in social insurance reaches 56.8% of the working age population or more; of which, compulsory social insurance reaches 50.6%, voluntary social insurance reaches 6.2%. The rate of workers participating in unemployment insurance reaches 49% of the working age population.
Health insurance medical examination and treatment costs are strictly controlled; preventing and combating abuse and profiteering from the health insurance fund; ensuring the rights of health insurance participants. The city also promotes digital transformation, striving for 100% of administrative procedures to be provided in the form of full online public services; 90% of work files are processed on the network environment (except for files within the scope of state secrets); 99% of businesses declare and pay social insurance, health insurance, and unemployment insurance through electronic transactions.

Mr. Vu Tien Phung - Vice Chairman of the City People's Committee, Head of the Steering Committee for implementing social insurance and health insurance policies of the city emphasized that social insurance and health insurance are important policies, directly ensuring the rights of workers and people. The implementation of these policies is not only the task of the social insurance agency but also the responsibility of the entire political system, levels, sectors and localities.
After nearly 1 year of implementing the arrangement of administrative units and the 2-level local government model, the requirement is to ensure the continuous and synchronous implementation of policies, without interrupting the rights of participants. Therefore, the Vice Chairman of the City People's Committee proposed to strengthen coordination between departments, agencies, branches, mass organizations, and People's Committees at all levels with social insurance agencies in propaganda and dialogue with businesses and employees; effectively implement new regulations of the Law on Social Insurance and the Law on Health Insurance; strive to complete the goals according to Resolution No. 28-NQ/TW on social insurance policy reform.
Units promote communication work in a regular, proactive, and timely manner, suitable for each target group; raise awareness of people, workers and employers about the role and significance of social insurance, health insurance, and unemployment insurance policies. Along with that, strengthen inspection, examination, and supervision of the implementation of social insurance and health insurance policies; promptly detect and strictly handle violations, especially the situation of late payment, evasion of payment, fraud, and profiteering from social insurance, health insurance, and unemployment insurance funds.
Units continue to effectively implement the resolutions of the City People's Council on policies to support social insurance and health insurance participants; promote administrative procedure reform, application of information technology and digital transformation in policy implementation.
