2 companies suspended, then fire breaks out
On July 29, the Binh Duong Provincial Police are investigating a fire at C.D Production and Trading Co., Ltd. in Rach Bap Industrial Park, Ben Cat City, Binh Duong Province.
Initial information indicates that around 10 PM on July 25, while workers were on the night shift, they discovered a strong fire that quickly engulfed the large factory area. Workers used onsite equipment to extinguish the fire but were unsuccessful and quickly evacuated.
The Binh Duong Provincial Police dispatched 11 specialized vehicles and 66 officers to the scene to extinguish the fire. The fire was completely extinguished afterward. The fire occurred in a factory area of about 5,000 square meters, with approximately 1,500 square meters burned. The fire did not cause any human casualties, and the property damage is being assessed. The cause of the fire is currently under investigation.
Notably, the Binh Duong Provincial Police Department of Fire Prevention and Rescue stated that this company had been suspended from operation according to Decision No. 13/QD DC-PC07 dated March 23, 2024. Despite the suspension, the company continued production, putting workers in an unsafe fire prevention environment.
Previously, on July 15, a fire also broke out at T.N Co., Ltd. (wood production) in Khanh Binh Ward, Tan Uyen City. More than 3,000 square meters of the factory were destroyed, affecting the jobs of 250 workers. Remarkably, the Binh Duong Provincial Police Department of Fire Prevention and Rescue stated that the factory where the fire occurred had also been suspended for fire safety violations.
According to the Tan Uyen City People's Committee, the factory where the fire occurred belongs to Ly Long Wood Co., Ltd. Despite violating fire safety regulations and being suspended from operating all factories, Ly Long Company still leased it to T.N Co., Ltd.
Currently, the Tan Uyen City People's Committee has issued Proposal No. 3288/TTr-UBND, recommending that the Binh Duong Provincial People's Committee impose administrative penalties in the field of fire prevention on Ly Long Wood Co., Ltd.
2 industrial parks operating without fire safety acceptance
Not only are there factories that do not meet fire safety conditions, but there are also industrial parks that have not been accepted for fire safety but have been operating for many years. These include Rach Bap Industrial Park (in Ben Cat City) and Tan Binh Industrial Park (in Bac Tan Uyen District and Bau Bang District).
In early May 2024, the Binh Duong Provincial Department of Construction Inspection announced the inspection conclusions on the investment and construction process of these two industrial parks. Both industrial parks have committed multiple violations related to the investment and construction process, including operating for a long time without fire safety acceptance.
Accordingly, Rach Bap Industrial Park, with a total area of over 600 hectares, is invested by An Dien Industrial Joint Stock Company and was licensed in 2008. This industrial park has been granted a fire safety and rescue approval certificate but has not been accepted by the competent authority.
Meanwhile, Tan Binh Industrial Park (located in Tan Binh Town, Bac Tan Uyen District, and Hung Hoa Commune, Bau Bang District) covers an area of 352 hectares. This industrial park is invested by Tan Binh Industrial Park Joint Stock Company and was licensed in 2013. The investor has not complied with construction regulations. Notably, the investor conducted acceptance procedures incorrectly. The technical infrastructure works have not been licensed for construction or accepted for fire safety by the competent authority.
The Binh Duong Provincial Department of Construction Inspection has requested that the investors of the two industrial parks contact the competent authority for guidance on fire safety acceptance and comply with administrative violation handling.
