The staff of the Communist Party of Vietnam is mostly part-time, often changes, lacks experience, lacks skills in trade union activities, is passive in work, depends on the employer, so they do not boldly participate in ideas. opinion, do not dare to fight to protect the legitimate rights and interests of employees.
Delegates also focused on clearly analyzing the objective and subjective causes of the limitations, including subjective causes, thereby recommending the Party and State to re-study the level of allowances for leadership positions in the system. Trade unions, have policy mechanisms to encourage and attract staff to work in unions, including union officials.
The delegates also proposed that the Vietnam General Confederation of Labor coordinate with the Standing Committee of the Thanh Hoa Provincial Party Committee to propose to the Central Organizing Committee to uniformly assign staffing quotas for full-time trade union officials proportional to the number of employees.
