According to Article 15 of Decree 90/2020/NĐ-CP (amended at Clause 4, Article 1 of Decree 48/2023/NĐ-CP) regulations on the criteria for evaluating the quality of civil servants at the level of not completing tasks as follows:
- Civil servants who do not hold management positions and meet one of the following criteria will be evaluated at the level of not completing tasks:
+ Displaying signs of ideological, political, moral, and lifestyle decay, self-evolution, and self-transformation as evaluated by the competent authority;
+ Failing to meet more than 50% of the criteria for the results of task implementation according to the labor contract signed, the plan proposed, or the specific tasks assigned, failing to ensure progress, quality, and effectiveness;
+ Committing disciplinary offenses that were handled in the evaluation year;
- Civil servants holding management positions and meeting one of the following criteria will be evaluated at the level of not completing tasks:
+ Displaying signs of ideological, political, moral, and lifestyle decay, self-evolution, and self-transformation as evaluated by the competent authority;
+ Failing to meet more than 50% of the criteria for the results of task implementation according to the labor contract signed, the plan proposed, or the specific tasks assigned, failing to ensure progress, quality, and effectiveness;
+ The unit or field of work assigned for supervision and management completes less than 50% of the set targets and tasks;
+ The unit under the direct supervision and management of the competent authority is related to embezzlement, corruption, waste, and is handled in accordance with the provisions of the law;
+ Committing disciplinary offenses that were handled in the evaluation year.
