Sub-section 5.2 Section 5 Conclusion 83-KL/TW 2024, states:
The implementation of the 5 new salary scales according to Resolution 27 still faces many difficulties, obstacles and shortcomings. Therefore, the implementation of the 5 new salary scales will be postponed until after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
Recently, in Section II of the Plan to issue Decision 918/QD-TTg in 2024, the Prime Minister provided important content on the study, assessment and preliminary review of Resolution 27-NQ/TW:
The Government assigned the Ministry of Home Affairs to coordinate with the Central Economic Committee, relevant ministries and agencies to study, evaluate and summarize Resolution 27-NQ/TW in 2018 to suit the reality for submission to the Central Committee for consideration and decision, with completion time in 2026.
According to Resolution 27-NQ/TW in 2018, when reforming salaries, 3 new military salary scales will be built according to job positions, titles and leadership positions to replace the current salary scale system; converting old salary to new salary, ensuring that it is not lower than current salary, including:
1 salary table for military officers, police officers and non-commissioned officers (according to position, title and military rank or grade);
1 salary table for professional military personnel, police technical specialists;
1 salary table for defense workers and police workers (in which the salary correlation between armed forces and administrative civil servants is maintained as at present).
Thus, it is expected that after 2026, the army will have 3 new salary scales according to job positions instead of being calculated based on the current basic salary and salary coefficient if nothing changes.
