The subjects of application are cadres and civil servants in agencies and organizations of the Party, the Vietnam Fatherland Front Committee and socio-political organizations from provincial to district levels; offices of the National Assembly Delegation and the Provincial People's Council, specialized agencies under the Provincial People's Committee, the Provincial Industrial Park Management Board, the Pho Hien University Management Board; People's Committees of districts, towns and cities who have been resolved to retire early or quit their jobs according to the provisions of law.
Officials and civil servants with at least 36 months of working time in agencies and units will be transferred to become civil servants working in public service units under the management of the province.
Cadres and civil servants who have 36 months or more of working time in agencies and units specified in Clause 1 of this Article will be transferred to work in mass organizations assigned by the Party and State or in state-owned enterprises...
When cadres and civil servants retire early or quit their jobs, in addition to the benefits of early retirement and quitting jobs according to current law, they will also receive one-time financial support from the province as follows:
In case of early retirement according to the Government's staff reduction policy: Support of 1,800,000 VND/month for early retirement and not exceeding 100,000,000 VND/person.
In case of termination of employment under the Government's downsizing policy: Support of VND 500,000/month of work with social insurance (including working time in other provinces or in other industries and fields, before the current working time in Hung Yen province) and not exceeding VND 60,000,000/person.
In case of termination of employment according to the law (not according to the downsizing policy): Support of VND 500,000/month of work with social insurance (including working time in other provinces or in other industries and fields, before the current working time in Hung Yen province); the maximum support level does not exceed VND 150,000,000/person.
When transferring jobs, officials and civil servants will receive one-time financial support from the province as follows:
Transfer to public service units that partially self-insure regular expenses, public service units whose regular expenses are guaranteed by the State: Support of 50,000,000 VND/person.
Transfer to public service units ensuring regular expenditures, public service units ensuring regular expenditures and investment expenditures: Support 100,000,000 VND/person.
When transferring jobs, officials and civil servants will receive one-time financial support from the province as follows:
Transfer to the mass organization assigned by the Party and State: Support 50,000,000 VND/person.
Converting to state-owned enterprise: Support 100,000,000 VND/person...
