Regarding the Digital Technology Industry Law project, Prime Minister Pham Minh Chinh requested that it be necessary to clearly stipulate the authority to consider and approve a controlled testing mechanism for digital technology products and services in accordance with the law. policy of decentralization and decentralization.
Promote the responsibilities of agencies and persons competent to authorize testing and of organizations and businesses participating in testing; Encourage and protect people who dare to think, dare to do, and dare to innovate for the common good.
Along with that, there are preferential policies to attract talent in the field of digital technology. Have tools to promptly handle arising and emerging issues, and research a number of decentralized contents for the Government to regulate to ensure flexible adjustments to suit the rapidly changing actual situation.
With the Law on Teachers project, the Prime Minister said that it is necessary to amend and supplement specific policies for teachers to develop and improve the capacity and quality of teachers to meet the requirements. in the new context, especially the 4th industrial revolution.
At the same time, attracting talented people to the education sector, people who are dedicated to working in remote areas, border areas, islands...; There are specific policies suitable for teachers at each level.
Promote decentralization and maximum decentralization in educational management for teachers at the grassroots, along with allocating resources, improving implementation capacity, clearly defining the responsibilities of each agency, each level and setting up Design tools to enhance monitoring, inspection, and control of power.
Strengthen public-private cooperation in teacher training; create favorable conditions for teachers to practice within the framework of the law. Minimize administrative procedures, eliminate the application mechanism, reduce compliance costs and inconvenience for people, businesses, organizations and educators.
Regarding the project Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army, the Prime Minister requested to institutionalize the Party's guidelines and policies and the State's policies on building the Army. Vietnamese people's team, including building a team of officers; amend and supplement regulations to overcome problems and inadequacies and ensure practical compatibility.
