Resolution 51/NQ-CP of the Government on the Action Program for the implementation of Conclusion 91-KL/TW in 2024 continues to implement Resolution 29-NQ/TW in 2013 "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of an international socialist-oriented market economy".
According to this Resolution effective from March 18, 2025, the Ministry of Education and Training is assigned to preside over and coordinate with relevant ministries and agencies as follows:

- Preside over and coordinate with the Ministry of Home Affairs, the Ministry of Finance and relevant ministries and agencies to develop regulations on salary policies and preferential allowances for civil servants in the education sector, ensuring proper implementation of the salary policy for teachers with the highest priority in the administrative career salary scale system and having additional allowances depending on the nature of the work, by region in the spirit of Resolution No. 29-NQ/TW, Conclusion No. 91-KL/TW and having a suitable implementation roadmap; develop a Decree regulating preferential allowances for civil servants in public educational institutions according to Decision No. 918/QD-TTg dated August 27, 2024 of the Prime Minister on promulgating the Plan to implement Conclusion No. 83-KK/TW dated June 21, 2024 of the Ministry of Social Affairs and Social Insurance dated February 29, 2024 on salary reform, social allowances and social allowances for people with social security, social security, and social security.
At the same time, the Appendix to Resolution 51/NQ-CP (list of some specific tasks to implement the Government's Action Program to implement Conclusion No. 91-KL/TW) stated:
The time to submit the Decree regulating preferential allowances according to occupation for civil servants and employees in public educational institutions is in December 2025.
Currently, the preferential allowance regime for teachers is stipulated in Decision 244/2005/QD-TTg dated October 6, 2005.
