Sending a question to the Ministry of Health, reader N.T.T said: "In 2010, I was recruited to the Center for Pharmaceutical and Cosmetic Testing, engineer's rank, code 13.095, directly working in pharmaceutical and cosmetic testing.
In 2016, the Ministry of Science and Technology and the Ministry of Home Affairs issued Joint Circular No. 01/2016/TTLT-BKHCN-BNV guiding the implementation of appointment and salary classification according to professional titles for civil servants specializing in science and technology, in which it is stipulated that civil servants holding the engineer rank with code 13.095 will be appointed to the professional title of Grade III Engineer, code V.05.02.07".
"Currently, I have been appointed to the professional title of Grade III Engineer, code V.05.02.07, and still take on regular work, directly doing the testing of pharmaceuticals, cosmetics, and food according to the job position plan. May I ask, am I subject to Clause 4, Article 3 of Decree No. 56/2011/ND-CP?" - a reader asked.
Regarding this issue, the Ministry of Health responded as follows:
Officials with the professional title of Grade III Engineer, code V.05.02.07, working in medical facilities are not eligible for preferential allowances according to the provisions of Clause 4, Article 3 of Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances according to the profession for civil servants and public employees working at public health facilities.
