Implementing Conclusion 83-KL/TW 2024, the Prime Minister issued Decision 918/QD-TTg dated August 27, 2024, assigning the Ministry of Home Affairs to submit to competent authorities to amend and supplement legal provisions on cadres, civil servants and public employees related to salary increase regimes and extend salary increase terms (in 2024).
Currently, the Ministry of Home Affairs is submitting to competent authorities to amend and supplement the Law on Cadres, Civil Servants and the Law on Public Employees, including content on salary increase regime and extension of salary increase period.
Regarding the progress of developing a new salary table according to job position, implementing Conclusion 83-KL/TW of the Politburo, in which the Central Economic Commission (now the Central Policy and Strategy Commission) is assigned to preside over the preliminary review of the implementation of Resolution 27-NQ/TW. The Party Committee of the Ministry of Home Affairs and relevant ministries, branches and sectors are tasked with studying and assessing the suitability, feasibility and proposing the implementation of 5 new salary tables and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
Regarding increasing the basic salary in 2025 and ensuring the rights of cadres, civil servants and public employees, they will continue to work: 2025, is the final year of implementing the socio-economic development plan and the 5-year financial plan 2021 - 2025. However, in the context of many fluctuations in the domestic and international socio-economy, state budget collection is expected to face many difficulties. Therefore, in 2025, there is no basis to consider continuing to adjust salaries for cadres, civil servants, public employees and other policies.
According to the above information, the salary regime in 2025 will not change compared to the salary regime applied from July 1, 2024.
