Accordingly, the orientation for arranging cadres, civil servants, and public employees at the commune level after merging provinces and cities is stipulated as follows:
(1) Regarding the standards of positions, titles and job positions for cadres, civil servants and public employees at the new commune level:
The standards of leadership and management positions and titles at the commune level apply the same to the standards of corresponding leadership and management positions and titles at the district level according to current regulations of the Government.
For civil servants and public employees at the commune level, professional and technical skills apply training standards according to job position requirements for civil servants and public employees from the district level and above according to Government regulations.
(2) Orientation for the arrangement of cadres, civil servants and public employees at the new commune level:
Based on practical conditions and standards, the capacity of cadres, civil servants and public employees at the district level and cadres and public employees at the current commune level, the Standing Committee and the Provincial People's Committee shall consider and decide on the arrangement and assignment of cadres, civil servants and public employees at the new commune level according to the management decentralization.
When assigned to leadership and management positions at the new commune-level administrative unit, district and commune-level cadres, civil servants and public employees will continue to hold the current leadership position allowance for 6 months from the date of the decision; then implement according to the new regulations of the Government.
In case civil servants, professional and technical staff are appointed to leadership and management positions at the new commune-level administrative unit, the leadership position allowance level has not been temporarily applied and will be implemented when there are regulations by the Government on the leadership and management position allowance coefficient.
