Clause 1, Article 8 of Decree 33/2023/ND-CP stipulates the standards for each commune-level cadre position as follows:
1. Party Committee Secretary and Deputy Secretary:
a) Age: When participating in holding a position for the first time, they must be of working age of at least 1 full term (60 months), in special cases according to the decision of the competent authority managing the cadre;
b) General education qualifications: Graduated from high school;
c) Professional qualifications: Graduated from university or higher. In case the Party Charter has provisions other than those in this Decree, the provisions of the Party Charter shall apply;
d) Political theory qualification: Graduated from intermediate level or equivalent or higher. In case the Party Charter has provisions other than those in this Decree, the provisions of the Party Charter shall apply;
dd) Other standards as prescribed by the Party and competent authorities managing cadres.
Thus, the Secretary of the Commune Party Committee must meet many different standards such as age standards, qualifications, and other standards as prescribed by the Party and competent authorities managing cadres.
In addition, the Party Secretary at the commune level must also meet the general standards for commune-level cadres and civil servants as prescribed in Article 7 of Decree 33/2023/ND-CP.
