According to Article 1 of Circular 65/2026/TT-BTC amending and supplementing Article 4 of Circular 320/2016/TT-BTC stipulating the regime of compensation for people performing the task of receiving citizens, handling complaints, denunciations, petitions, and reflections as follows:
Subjects specified in Clauses 1 and 2, Article 38 of Decree No. 154/2026/ND-CP dated May 15, 2026 of the Government detailing a number of articles and measures to organize the implementation of the Law on Citizen Reception (hereinafter referred to as Decree No. 154/2026/ND-CP) who have not yet enjoyed the professional responsibility allowance regime according to current regulations, when performing the task of receiving citizens, handling complaints, denunciations, petitions, and reflections at the Citizen Reception Office or citizen reception location, are compensated 200,000 VND/day/person; in case they are currently enjoying the professional responsibility allowance regime according to current regulations, they are compensated 150,000 VND/day/person.
Officials and civil servants assigned or assigned by competent authorities to perform the task of receiving citizens, handling complaints, denunciations, petitions, and reflections at the Central Citizen Reception Headquarters who have not yet enjoyed the professional responsibility allowance regime according to current regulations are entitled to a bonus of 250,000 VND/day/person; in cases of enjoying the professional allowance regime according to current regulations, they are entitled to a bonus of 200,000 VND/day/person.
Subjects specified in Clause 3 and Clause 4, Article 38 of Decree No. 154/2026/ND-CP are compensated 100,000 VND/day/person.
Thus, from July 27, 2026, cadres and civil servants will receive up to 250,000 VND/day in allowances when assigned or assigned by competent authorities to perform citizen reception tasks, handle complaints, denunciations, petitions, and reflections at the Central Citizen Reception Headquarters but have not yet enjoyed the professional responsibility allowance regime according to current regulations.
