People belonging to many subjects supported by the state budget at the prescribed contribution level can choose to participate according to the subject with the highest support level.
The policy content defines the target: 100% of people in near-poor households, ethnic minorities and people in households working in agriculture, forestry, fishery, salt production with average living standards participate in health insurance.
In the 2025-2030 period, strive to increase health insurance coverage by 0.7% annually; by 2030, achieve health insurance coverage of about 97.5% of the population.
The support level is determined in addition to the support level for health insurance contributions from the central budget, the following additional support levels are provided: Support 30% of health insurance contributions for people in near-poor households.
Support 30% of health insurance premium for people in households working in agriculture, forestry, fishery and salt production with average living standards according to the law.
Support 20% of health insurance premiums for ethnic minorities living in communes that are no longer identified as areas with difficult or especially difficult socio-economic conditions, and will receive state budget support for health insurance premiums according to Government regulations.
Funding for policy implementation is allocated from the provincial budget allocated in the annual local budget estimate for the period 2025 - 2030.
