According to Mr. Le Van An - Deputy Director of the Public Administrative Service Center of Phung Cong commune, the Center is equipped with high-configuration computers, modern scanning and printing equipment and interconnected electronic one-stop shop software, helping officials reduce workload and creating a civilized and modern citizen reception environment.
In Nghia Tru commune, the Party Committee and People's Committee of the commune identified digital transformation as a key task, contributing to improving the effectiveness and efficiency of grassroots government operations. Along with infrastructure investment, improving the capacity of staff and deploying digital platforms are implemented synchronously, creating changes in the government's operations.
A highlight is the Commune Administrative Service Center putting into operation TC AI and TC AI Chatbot fully functional kiosks, helping people look up procedures, get numbers, book appointments, track records and submit online, with visual guidance in images and voice.
In Khoai Chau commune, digital transformation is implemented in a direction close to the people and close to the grassroots level. The commune-level digital technology team directly goes to the villages to guide the community digital technology team and people to use online public services and essential digital applications. Many procedures that used to have to travel many times are now supported to be resolved right in the village, helping people save time and costs.
Creating human resources for digital transformation
To build a team that meets new requirements, Hung Yen Provincial People's Committee has issued a Plan to train, foster, and build a team of cadres, civil servants, and public employees in science, technology, innovation, and digital transformation in Hung Yen province to 2030.
The goal is to popularize and improve awareness, knowledge and skills about science, technology, innovation, data, artificial intelligence (AI), information security and digital transformation for cadres, civil servants, and public employees. The focus is shifted from "knowing how to use tools" to applying technology to innovate leadership, management, public service performance and public service provision methods.
According to the plan, by the end of 2026, Hung Yen will complete the construction of a digital knowledge and skills framework for cadres, civil servants, and public employees; strive for 100% of cadres, civil servants, and public employees under management to be disseminated, trained, or evaluated to achieve equivalent levels of digital awareness, basic digital skills, use of shared digital platforms and information security.
Along with training, Hung Yen implements Resolution No. 20/2026/NQ-HDND dated July 9, 2026 on policies to attract and support talented people and high-quality human resources in science, technology, innovation and digital transformation to work in agencies, organizations, and units in the province.
