The Department of Science and Technology of Hung Yen province has just summarized the situation of digital transformation implementation and implemented Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in the period 2024-2026.
Propose strategic technologies
According to the Department of Science and Technology, Hung Yen Provincial People's Committee has proposed a key technology portfolio, focusing on strategic technology products capable of creating new growth momentum, ensuring security, autonomy and directly impacting socio-economic development.
Notably, the AI - IoT - Big Data - Digital Twin platform manages the variable environment and disaster warnings. The platform integrates artificial intelligence, the Internet of Things, big data, remote sensing and digital copies, serving observation, monitoring, forecasting and early warning in agriculture and the environment.
The strategic product proposed is a digital copy core system and a network of sensors to monitor industrial emissions, background environmental pollution, and early warning of saltwater intrusion and flooding in coastal areas.
According to assessments, the development of a shared platform will contribute to overcoming the situation of detached sensor networks, dependence on foreign platforms; and at the same time support emissions control in industrial sectors and risk management of natural disasters and saltwater intrusion.
Another technology direction proposed by the province is core IoT serving smart farming and digital data to trace the origin of the supply chain. In which, the strategic product includes a digitalized planting area code management platform, electronic farming logs and digital supply chain database for agricultural and aquatic products.
The application of these technologies aims to standardize and transparentize the supply chain, supporting the conversion of production methods from traditional experience to precision agriculture based on data.
The province also proposed developing a Blockchain platform to store decentralized transaction data, combining smart contracts, AI and Big Data to analyze behavior, forecast credit risks and financial crime networks.
The strategic product is a Blockchain platform for managing financial and monetary data to serve forecasting, early warning, anti-money laundering and black credit. The orientation is to pilot an interconnected Blockchain network between the State Bank and 3-5 large credit institutions, then expand the entire financial system and integrate it with the national population data system.
Forming a technology business ecosystem
Regarding training and research infrastructure, there are currently 15 science and technology enterprises in the province with headquarters, factories, and branches; of which 11 enterprises are certified by the Department of Science and Technology and 4 enterprises are certified by the Department of Startups and Technology Enterprises.
The whole province has 28 organizations with scientific and technological activities, including 2 universities, 1 college, 5 state-managed centers, 1 public science and technology organization and 19 non-public science and technology organizations. Public science and technology organizations account for 9/28 units, equivalent to 32.1%.
Along with that, Hung Yen has formed a group of businesses operating in the fields of information technology, electronics, automation, supporting industries, logistics, e-commerce and digital services.
The business sector, especially foreign-invested enterprises in the fields of electronics, precision mechanics and supporting industries, is promoting investment in modern production lines, automation, smart production management and applying international quality management standards.
The activities of the FDI sector contribute to improving the technical labor level, creating motivation for technological innovation for domestic enterprises and expanding opportunities to participate in the supply chain.
Hung Yen prioritizes attracting high-tech industrial projects, clean industry, production of electronic equipment, telecommunications, robots, automation equipment, digital technology products, new materials, clean energy and supporting industries.
This is identified as a direction consistent with the objectives of Resolution No. 57-NQ/TW, contributing to the development of science, technology, innovation and digital transformation associated with improving productivity and growth quality of the province.
