Da Nang Software Park No. 2, built in Hai Chau district on an area of nearly 29,000m², is a key project of the city. Construction started in 2020 with an initial total investment of nearly 800 billion VND, then adjusted to nearly 1,000 billion VND. The project consists of three blocks: a 20-storey ICT office building and two 8-storey office buildings combined with headquarters (ICT1 and ICT2), along with a synchronous infrastructure system such as yards, internal roads, green landscape, drainage system and lighting. The project is expected to attract domestic and foreign investment in the field of information technology, support start-up businesses, and create about 6,000 direct jobs in the digital technology industry.
However, after completing the basic construction, the project had to be "abandoned" for more than two years. The main reason was the lack of a clear legal corridor. Software Park No. 2 is a public asset invested from the State budget, so its management, use and exploitation require specific legal regulations. However, at that time, there was no Government document detailing the management, use of assets and exploitation of software parks in the field of information technology. This was the "bottleneck" that prevented the project from being put into operation, causing a huge waste of resources.
Remove "bottlenecks"
Da Nang has actively proposed to the Government and relevant ministries and branches since 2022. After many meetings and discussions, in March 2023, the Prime Minister approved the city's proposal, agreeing to add the management and exploitation of Software Park No. 2 to Da Nang's specific mechanism through amending and supplementing Decree 144/2016/ND-CP. And finally, the Government issued a separate Decree No. 09/2024/ND-CP (February 1, 2024), supplementing Article 9a on investment, management and exploitation of information infrastructure assets, specifically the Da Nang Software Park Concentrated Information Technology Park.
This new Decree has provided a specific and clear legal solution. The People's Committee of Da Nang City has been given the right to take the initiative in managing and exploiting the park, including investment, upgrading and expansion. The Decree also provides detailed regulations on the principles of management and exploitation; subjects, order and procedures for handing over and receiving assets; as well as the preparation and implementation of asset exploitation projects. This has completely removed the legal "bottleneck", paving the way for putting the park into operation.
New turning point
Not only removing legal obstacles, Da Nang city also decided to invest more than 414 billion VND to complete the synchronous items of Software Park No. 2. The total investment of the project after the addition is up to more than 1,400 billion VND. This is to ensure the project has high quality, beautiful landscape, worthy of the role of a modern information technology center, attracting investors. The city People's Committee especially focuses on investing in trees, landscape, creating a green - clean - beautiful working environment. The goal is to complete the project by 2025.
Recently, in early December 2024, Mr. Le Son Phong, Deputy Director of the Department of Information and Communications of Da Nang, had a meeting with investors and businesses in the fields of chip design, semiconductors, high technology, artificial intelligence applications... to announce preferential policies, arrangement, and auction of land lease, so that this park can be operated and exploited right from the beginning of 2025.
