On August 27, Vice Chairman of Ca Mau Provincial People's Committee Le Van Su attended and directed the thematic conference on national target programs organized by the Department of Agriculture and Environment.
According to the report at the conference, the province has consolidated the apparatus, concretized the regulations of the Central Government and implemented national target programs for the period 2026-2030, including the implementation plan for 2026. The work of reviewing criteria, developing plans and guiding localities has been gradually implemented.
However, the implementation progress is still slow. Some localities are confused in applying new criteria, preparing dossiers and carrying out investment procedures. Coordination and updating progress are not timely; problems with planning, capital disbursement and livelihood support for poverty reduction have not been completely resolved.
Vice Chairman of the Provincial People's Committee Le Van Su requested departments, branches, and localities to urgently remove difficulties, accelerate disbursement progress, and strive to complete 100% of the assigned capital plan in 2026.
The Provincial People's Committee assigned the Department of Agriculture and Environment to deploy guidance documents to 64 working groups to support communes and wards. The Office of Coordination for New Rural Development coordinates with departments and branches to review and systematize difficulties and obstacles, especially in disbursement, and advise on issuing guiding documents to remove obstacles within 15 days after the conference.
For communes currently meeting below 3 new rural criteria, the province requires from now until the end of the year to strive to meet 4 or more criteria. The Office of Coordination for New Rural Construction coordinates with the Office of the People's Committees of communes to develop plans, complete them no later than September 10 and update results weekly.
Inspection work at the grassroots level is expected to start from September 15; from September 20-25, the results will be reported to organize a meeting of the Steering Committee. The Department of Agriculture and Environment is required to review 8 key tasks of the Steering Committee, especially tasks that must be completed in September.
For pilot communes building new rural areas in 2026, Mr. Le Van Su requested to develop a specific roadmap, clearly defining tasks and completion time for each criterion. The remaining communes must have action plans, aiming for the goal at the end of the year that no longer have communes meeting less than 4 criteria.
The Vice Chairman of the Provincial People's Committee also requested to promote digitization, update online progress, strengthen actual inspection and promptly handle arising difficulties, ensuring that national target programs are implemented practically and effectively.
