Instead of having to go to the commune People's Committee headquarters or cultural house to see the list, people in many localities of Dien Bien province can now look up information on payment for forest environmental services (DVMTR) right on their smartphones by scanning the QR Code, according to the Dien Bien Provincial Electronic Information Portal.
Dien Bien Provincial Forest Protection and Development Fund is deploying a QR Code system at commune and ward headquarters and village and hamlet cultural houses, helping forest owners easily look up DVMTR supply area, payment unit prices, amount of money received and related information with just a few operations.
Mr. Ly A Tang, forest owner in Nam Chim village, Na Sang commune (Dien Bien) said that in the past, people had to go to the Commune People's Committee to see the notice or wait for officials to disseminate it. Now, just a smartphone can quickly check information, understand benefits and feel more secure in managing and protecting the forest.
The application of QR codes is implemented by the Dien Bien Provincial Forest Protection and Development Fund to implement the Law on Implementation of Democracy at the Grassroots level in 2022, the Forestry Law and guiding documents. QR codes are posted at government headquarters and community cultural houses, and people are guided on how to use them to access information conveniently.
According to the Fund, previously the whole province had 128 DVMTR payment notice boards, but currently only 16 boards are usable, 112 boards have deteriorated or need to be replaced. Switching to publicizing with QR codes helps save costs, quickly update data and improve access to information.
To date, the Fund has built 6 QR codes, integrating payment notifications, unit prices, DVMTR supply area along with media products, electronic information pages and Zalo OA.
Digitizing and publicizing information helps people proactively look up and compare benefits, increase transparency and promote the community's supervisory role in implementing DVMTR policies.
However, the implementation process still faces difficulties because a part of the population, especially the elderly, still limits the use of smartphones; network infrastructure in some areas is not stable.
In the coming time, the Dien Bien Provincial Forest Protection and Development Fund will continue to improve the QR Code system, expand the scope of application and strengthen guidance for people, while maintaining a combination of traditional public disclosure and digital platforms to ensure that all people have access to information.
