Public service units with 30% of ethnic minority cadres must have managers who are ethnic minorities

Public non-business units in localities with 30% or more of ethnic minority officials must ensure that there are management officials for ethnic minorities.

This content is stipulated in Decision No. 470/QD-TTg of the Prime Minister approving the Project "Developing the contingent of cadres, civil servants, and public employees of ethnic minorities (DTTS) in state agencies and public non-business units in the period 2026-2030, orientation to 2035" (Project).

Regarding the target of cadre structure for ethnic minorities, implement according to the roadmap of striving from 2026 to 2030 to achieve 80% and from 2030 to 2035 to achieve 100% of the following specific goals:

Ensure that the cadre structure of ethnic minorities corresponds to the proportion of ethnic minorities in the total population of the province; suitable to the structure of ethnic minority components in the locality.

Ensure a reasonable structure for ethnic minority cadres holding leadership and management positions at all levels. In which, the Ministry of Ethnic Minorities and Religious Affairs is at least 20% to 25% of the total number of leadership and management positions.

Departments, boards or equivalent organizations and units under ministries, ministerial-level agencies, agencies under the Government, the Ethnic Minority Affairs Committee of the Provincial People's Council, the Department of Ethnic Minorities and Religions must have at least 1 position holding the title of head or deputy or 1 position planned to hold leadership and management titles of ethnic minorities.

In localities, at least 10% at the provincial level out of the total number of ethnic minority officials in the province. At least 20% at the commune level out of the total number of ethnic minority officials in the commune.

For public non-business units in localities with 30% or more ethnic minority officials, it is necessary to ensure that there are ethnic minority management officials.

Ensure that the female cadre structure of ethnic minorities is at least 20% of the total minimum proportion of ethnic minority cadres.

Regarding the quality of ethnic minority cadres, strive from 2026 to 2030 to reach 80% and from 2030 to 2035 to reach 100% of ethnic minority cadres who are trained and fostered in professional qualifications, political theory; knowledge and skills in state management, science and technology, innovation and digital transformation, digital skills and modern management methods, meeting national digital transformation requirements; fostering in informatics, foreign languages or ethnic minority languages to meet the requirements of job positions according to regulations.

To achieve the above objectives, the Project has set out specific tasks and solutions for ministries, branches, localities and relevant agencies to implement, including: perfecting institutions and mechanisms; creating sources, recruiting, using and ensuring structures; fostering and improving the quality of staff and cadres; leading, directing, supervising and monitoring, evaluating implementation.

In which, the Ministry of Home Affairs is assigned to develop documents guiding the determination of the proportion and structure of ethnic minority cadres. Report to the Prime Minister to review and propose amendments and supplements to mechanisms and policies on recruitment, training, use, planning, and appointment of ethnic minority cadres.
