The proportion of ethnic minority officials in provinces and cities will be at least 3% or more

The Prime Minister approves specific targets on the proportion, structure, and quality of ethnic minority cadres for the provincial and commune levels.

Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 470/QD-TTg dated March 24, 2026 approving the Project "Developing the contingent of cadres, civil servants, and public employees of ethnic minorities (DTTS) in state agencies and public non-business units in the period 2026-2030, orientation to 2035" (the project).

Regarding the proportion of ethnic minority officials, the project sets out a roadmap to strive for the period from 2026-2030 to reach 80% and from the period 2030-2035 to reach 100% of the following specific proportions:

In provinces and cities: At least 3% to 5% of the total staff assigned at the provincial level for provinces with a proportion of ethnic minorities accounting for 5% to less than 10% of the total population of the province.

At least 5% to 10% of the total staff assigned at the provincial level for provinces with a proportion of ethnic minorities accounting for 10% to less than 30% of the total population of the province.

At least 10% to 15% of the total staff assigned at the provincial level for provinces with a proportion of ethnic minorities accounting for 30% to less than 50% of the total population of the province.

At least 15% to 20% of the total staff assigned at the provincial level for provinces with a proportion of ethnic minorities accounting for 50% to less than 70% of the total population of the province.

At least 20% of the total staff assigned at the provincial level for provinces with a proportion of ethnic minorities over 70% of the total population of the province.

In communes, wards, special zones:

At least 5% of the total staff assigned by the commune level for communes with a proportion of ethnic minorities accounting for 5% to less than 10% of the commune's total population.

At least 5% to 15% of the total assigned staff of the commune level for communes with a proportion of ethnic minorities accounting for 10% to less than 30% of the commune's total population.

At least 15% to 25% of the total assigned staff of the commune level for communes with a proportion of ethnic minorities accounting for 30% to less than 50% of the commune's total population.

At least 25% to 35% of the total staff assigned at the commune level for communes with a proportion of ethnic minorities accounting for 50% to less than 70% of the commune's total population.

At least 35% to 50% of the total staff assigned at the commune level for communes with a proportion of ethnic minorities over 70% of the total population of the commune.

In agencies and units performing functions and tasks on ethnic affairs:

The Ministry of Ethnic Minorities and Religious Affairs is at least 20% to 25% of the total assigned staff.

Departments, boards or equivalent organizations and units under ministries, ministerial-level agencies, and government-attached agencies with functions and tasks on ethnic affairs are at least 25% of the total assigned staff.

Ethnic Minority Affairs Committee of the Provincial People's Council, Department of Ethnic Minority Affairs and Religions: Minimum 20% of the total number of members of the Ethnic Minority Affairs Committee of the Provincial People's Council; minimum 20% of the total staff assigned by the Department of Ethnic Minority Affairs and Religions for provinces where the proportion of ethnic minorities accounts for 5% to less than 10% of the total population of the province.

At least 25% of the total number of members of the Ethnic Minority Affairs Committee of the Provincial People's Council; at least 25% of the total staff assigned by the Department of Ethnic Minorities and Religious Affairs for provinces where the proportion of ethnic minorities accounts for 10% to less than 30% of the province's total population.

At least 30% of the total number of members of the Ethnic Minority Affairs Committee of the Provincial People's Council; at least 30% of the total staff assigned by the Department of Ethnic Minorities and Religious Affairs for provinces where the proportion of ethnic minorities accounts for 30% to less than 50% of the total population of the province.
