On June 15, information from the People's Committee of Khanh Hoa said that the locality is seeking comments on the draft resolution stipulating the content and level of spending for universal education, illiteracy eradication and building a learning society.
The total estimated cost is more than 11.4 billion VND to support people to access education, especially in ethnic minority areas and difficult areas.
According to the draft, the whole province currently has 16,897 people aged 15 to 60 who are illiterate level 1 (not yet finished grade 3), accounting for 1.18% of the population of this age group. In addition, there are 44,382 people who are illiterate level 2 (not yet finished grade 5), accounting for 3.1%.
Most of the people who are illiterate or re-illegitimate belong to the group of low-income workers, poor households, near-poor households, living in ethnic minority areas and areas with particularly difficult socio-economic conditions.
Not only that, Khanh Hoa currently has about 14, 219 teenagers aged 11 to 18 who have not completed the lower secondary school program, accounting for 6.06% of the total number of people of this age group.
This is considered one of the challenges for the goal of bringing the entire province to meet the standard of universal secondary education level 2 by 2030.
Currently, Khanh Hoa has only achieved the standard of universal secondary education level 1. To encourage people to participate in learning, the draft resolution proposes many support policies.
In which, students participating in literacy classes are supported with materials worth 200,000 VND/person/period; the facility organizing night classes is supported with 150,000 VND/class/month for lighting.
People participating in propaganda and mobilization of illiterate people to come to class and complete the learning program are also supported 200,000 VND/student/period.
The draft also stipulates expenses for surveys, procurement of shared textbooks, support for teachers, teaching volunteers and allowances for class managers.
Regarding the task of building a learning society, the draft stipulates funding to serve propaganda, training, inspection, and evaluation of learning models, and support the operation of community learning centers.
According to calculations, the total budget for implementing the resolution is expected to be more than 11.4 billion VND, allocated from the state budget according to decentralization along with other legal mobilized sources.
