The 14th Vietnam Trade Union Congress took place from June 3 to 5 in Hanoi Capital with the participation of 780 delegates.
On behalf of the Party and State leaders, Comrade To Lam, General Secretary of the Party Central Committee, President of the Socialist Republic of Vietnam, delivered a directive speech at the Congress.
Based on the discussion opinions of delegates attending the Congress and the directing opinions of the General Secretary of the Party Central Committee, President of the Socialist Republic of Vietnam; 14th Vietnam Trade Union Congress, term 2026 - 2031
RESOLUTION
I. Approving the basic contents on evaluating the results of implementing the Resolution of the 13th Vietnam Trade Union Congress, period 2023 - 2026 and directions and tasks for 5 years 2026 - 2031 stated in the Report of the Executive Committee of the 13th Vietnam General Confederation of Labor submitted to the 14th Vietnam Trade Union Congress, specifically:
1. Results of implementing the Resolution of the 13th Vietnam Trade Union Congress
In the period 2023–2026, in the context of the world and domestic situation developing rapidly and complicatedly, the requirements for the Trade Union organization are increasingly high, the Vietnam Trade Union has made efforts to overcome all difficulties, proactively adapt, and achieved many important and comprehensive results in all fields. The arrangement and streamlining of the organizational structure has been seriously implemented. The content and methods of operation have been gradually innovated in a practical direction, strongly towards grassroots levels; the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers continues to be affirmed;
The emulation movements spread widely with more than 383,837 initiatives and applications in practice with a total value of profit of more than 40 trillion VND; developing over 2.2 million new union members, with over 15,000 grassroots trade unions/trade unions; trade union levels have actively implemented Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; the work of participating in building the Party, government, and political system has been strengthened; the position and prestige of the Trade Union organization are increasingly enhanced. 8/10 groups of targets have been achieved and exceeded.
Besides the achieved results, trade union activities still have some limitations: The implementation of the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers and building labor relations in some places is not practical and effective. Propaganda and political, ideological, and legal education for union members and workers and grasping public opinion have not kept up with practical requirements.
The development of union members and the establishment of grassroots trade unions have not reached the set targets, the quality of operation of some grassroots trade unions is still weak; the organizational model of the trade union apparatus and the operation of the apparatus after arrangement are still inadequate. Financial management in some places is not strict; the operational efficiency of some public service units and affiliated enterprises is not high. Digital transformation has not met the requirements and goals set out.
2. Targets, striving targets, breakthroughs
2.1. Goals
Focus on developing union members, perfecting organizational models, improving operational efficiency; effectively performing the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the implementation of democracy at the workplace; propagating and mobilizing workers to innovate and create, pioneer in applying science and technology, building new production forces, improving labor productivity, contributing to building a peaceful, independent, democratic, rich, prosperous, civilized, and happy country.
2.2. Striving targets until the end of the term
- Develop a real increase of at least 3 million trade union members; at least 90% of enterprises with 20 or more workers have trade union organizations.
- 100% of trade union officials at all levels are trained and fostered in professional theory and trade union work skills.
- Introduce at least 300,000 outstanding union members to the Party for consideration and fostering for admission.
- At least 87% of enterprises and units with trade union organizations are covered by collective labor agreements, 85% organize dialogues at the workplace.
- 100% of grassroots trade unions in the state sector, at least 85% of grassroots trade unions outside the state sector participate with employers in promulgating and implementing grassroots democracy regulations.
- Complete 100% digitization of trade union member data.
- At least 90% of trade union members and 85% of workers at enterprises are propagated, disseminated, studied, and thoroughly grasped the Party's guidelines and resolutions, and the State's policies and laws related to labor and trade unions.
- Trade unions participate in promoting so that at least 65% of workers at enterprises participate in studying to improve their qualifications and professional skills.
- At least 2 million initiatives of union members and workers are applied in production, business and work activities; awarding at least 2,500 Creative Labor Certificates.
- At least 90% of grassroots trade unions are eligible to establish mass women's committees according to the provisions of the Charter of the Vietnam Trade Union.
2.3. Breakthrough
- Improve the quality of trade union officials, especially full-time officials and grassroots trade union presidents.
- Strongly apply science and technology, digital transformation in trade union activities and promote production and business.
3. Emulation movement, program, and thematic project to implement the Resolution of the 14th Vietnam Trade Union Congress
3.1. Launching a new emulation movement: "Good labor, High productivity, Good income".
3.2. Program
- Develop union members, establish grassroots trade unions, participate in Party building at enterprises.
- Innovating trade union financial work and improving union member welfare.
- Trade unions accompany the Government to improve labor productivity and achieve double-digit growth targets.
3.3. Project
- Improve the effectiveness of dialogue, collective bargaining and building labor relations in the period 2026 - 2031.
- Trade unions participate in developing new production forces, promoting stable income jobs for workers.
- Digital transformation in trade union activities.
- Building an open, flexible, and dynamic Trade Union organization model.
3.4. Key tasks to focus on in the term
(1) Improve the effectiveness of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers
(2) Promoting the role of trade unions at all levels in participating in state management, socio-economic management; participating in inspection, examination, and supervision
(3) Propagate, educate, and mobilize union members and workers to study, improve their qualifications and professional skills, and comply with the law, build and protect the Fatherland.
(4) Building a strong Trade Union organization, participating in building the Party and political system, expanding international cooperation on trade unions
(5) Innovate operating methods, improve the effectiveness of direction work at all levels of trade unions.
II. Approving the Review Report of the Executive Committee of the 13th Vietnam General Confederation of Labor
Assign the Executive Committee of the 14th Vietnam General Confederation of Labor to absorb the opinions of the Congress, promote strengths, overcome shortcomings, and improve the quality and effectiveness of leadership and direction in the 2026 - 2031 term.
III. The Congress assigned the Executive Committee of the 14th Vietnam General Confederation of Labor to complete and promulgate the Action Program to implement the Resolution of the 14th Vietnam Trade Union Congress.
IV. Approving the revised and supplemented Charter of the Vietnam Trade Union
Assign the Standing Committee of the Vietnam General Confederation of Labor to coordinate with relevant agencies to review and complete the content based on receiving opinions from delegates attending the Congress, ensuring compliance with the Party's guidelines, the State's laws and the practice of organization and operation of the Vietnam Trade Union in the new context.
V. Approves the election results of the Executive Committee of the 14th Vietnam General Confederation of Labor, term 2026 - 2031, consisting of 135 comrades.
The Congress assigned the Executive Committee of the 14th Vietnam General Confederation of Labor to base on the Congress Resolution, the direction of Comrade To Lam, General Secretary of the Party Central Committee, President of the Socialist Republic of Vietnam and the opinions of the Congress delegates to complete the documents to successfully organize the implementation of the goals and tasks of the 2026 - 2031 term.
Promoting the glorious tradition of the working class and the Vietnam Trade Union organization, the Congress called on trade union officials, union members, and workers nationwide to unite, uphold the spirit of innovation, creativity, self-reliance, determination to overcome all difficulties and challenges, successfully organize the implementation of the Resolution of the 14th Vietnam Trade Union Congress, practically towards the 100th anniversary of the establishment of the Vietnam Trade Union, the 100th anniversary of the establishment of the Communist Party of Vietnam, the 100th anniversary of the founding of the State, striving to make our country a developed, high-income country by the middle of the 21st century, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
