Lao Cai Provincial People's Committee has just issued Decision No. 2855 approving the Project on arranging public preschool, general, and continuing education institutions in the province for the period 2026-2030.
According to the Project, the arrangement must limit the impact on teaching activities, the psychology of students, teachers and parents; and at the same time be suitable for the reality of each region, especially mountainous, border and ethnic minority areas.
As of July 1, 2025, the whole province has 1,010 public educational institutions. After arrangement, the number of institutions is 473, a decrease of 537 schools, equivalent to 53.2%. Including 132 kindergartens, 77 primary schools, 59 secondary schools, 114 primary and secondary schools, 32 secondary and high schools, 43 high schools and 16 Vocational Education - Continuing Education Centers (GDNN-GDTX).
Lao Cai province will establish a number of secondary and high schools on the basis of reorganizing or merging schools in the same area; establish a new Bao Ha ethnic minority boarding high school and ethnic minority boarding general schools with high school levels in border areas after the policy of the Ministry of Education and Training.
Along with the school merger, the province plans to remove 243 satellite school sites, including 87 kindergarten sites and 156 primary school sites. Qualified sites will be removed in August 2026, before the 2026-2027 school year; the remaining sites will be supplemented with facilities for implementation in the 2027-2028 school year.
After arrangement, the number of management officials will decrease from 2,656 to 1,483 people. According to the Project, arrange 422 Principals as Deputy Principals and arrange the remaining deputy Principals of 1,173 people (including 422 positions to arrange Principals as Deputy Principals and 751 Deputy Principals who are redundant) as follows: Arrange teachers to teach to take on professional team leaders and deputy team leaders or arrange work at educational management agencies, transfer to suitable positions in communes, wards and other agencies and units if they meet requirements and have vacant staff: 939 people. Number of retirees at the right age and streamlined retirees according to Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government for the period 2026-2030 is expected: 234 people.
The arrangement and merger of educational institutions will be completed before August 30, 2026. The whole province is expected to reduce 3,428 staff according to norms, including 1,347 management officials and 2,081 employees.
