On September 2nd, Lao Cai Provincial People's Committee informed that the Chairman of the Provincial People's Committee has just issued a document requesting agencies, units, and localities to urgently implement policies for students in difficult circumstances and vulnerable groups.
Accordingly, the Department of Education and Training is assigned to preside over and coordinate with the Department of Finance, Department of Home Affairs and People's Committees of communes and wards to seriously and fully implement the regimes and policies of the Party and State for students eligible for policies.
Localities are required to review and inspect the implementation of policies for children, students, and trainees, focusing on students at boarding schools, semi-boarding schools, and boarding general schools in communes and wards bordering the mainland; ethnic minority and mountainous areas; and particularly difficult communes.
In particular, it is necessary to pay attention to students from poor households, near-poor households, policy beneficiaries, vulnerable groups and those in difficult family circumstances, ensuring that they are fully and properly entitled to benefits.
The Provincial People's Committee requests agencies and localities to proactively remove difficulties and obstacles under their authority. Issues beyond their authority must be promptly reported to the Provincial People's Committee for consideration and direction of resolution.
People's Committees of communes and wards must send reports on implementation results to the Department of Education and Training before September 4. The Department of Education and Training summarizes and reports to the Provincial People's Committee before September 5.
The review is carried out to ensure the legitimate rights of students, especially those living and studying in difficult areas, ethnic minority areas, border areas and families with many difficulties, thereby creating conditions for them to study with peace of mind in the new school year.
