Lao Cai Provincial People's Committee has just issued document No. 3071/UBND-VX requesting departments, agencies, branches, agencies, units and People's Committees of communes and wards to promote mass mobilization work, especially in ethnic minority areas.
Accordingly, agencies, units, and localities must proactively develop specific plans to implement Conclusion No. 236-KL/TW of the Secretariat and plans of the Provincial Party Committee and the Provincial People's Committee Party Committee, ensuring compliance with functions, tasks and actual situation.
The Provincial People's Committee emphasized the requirement to strengthen mass mobilization in state agencies, associated with the effective organization of implementation of ethnic and religious policies, especially the National Target Program for socio-economic development in ethnic minority and mountainous areas.
At the same time, continue to promote administrative reform, improve the effectiveness and efficiency of the operation of local authorities at two levels.
One of the key tasks is to promote the people's right to mastery, the role of prestigious people in the community; well implement the Law on Implementation of Democracy at the grassroots level; maintain the effective operation of the Propaganda and Mobilization Committee and the People's Inspection Committee.
Localities need to strengthen dialogue, promptly resolve legitimate petitions from people, and not let "hot spots" arise.
Along with that, units are required to promote the construction, maintenance and replication of "Skillful Mass Mobilization" models, ensuring that each agency and unit has at least one practical and effective model, associated with socio-economic development, sustainable poverty reduction, maintaining security and order and improving the cultural life and happiness index of the people.
The Provincial People's Committee also requested to raise the responsibility of heads in leading and directing mass mobilization work, especially in ethnic minority areas; link mass mobilization with the task of protecting the Party's ideological foundation, fighting against wrong and hostile views in the field of ethnicity and religion. The regime of periodic and unscheduled reports must be strictly implemented.
The Department of Home Affairs is assigned to be the focal point to advise the Provincial People's Committee on deploying mass mobilization work for the government, and at the same time review and build a contingent of cadres, especially cadres who are ethnic minorities, ensuring quality and reasonable structure. The planning, training, fostering, arrangement, use and rotation of cadres need to be suitable to practical requirements and the two-level local government model.
In addition, the Department of Ethnic Minorities and Religions presides over the effective implementation of ethnic and religious policies associated with the national target program, promoting the role of reputable people, contributing to stabilizing life, socio-economic development, and ensuring national defense and security.
The Department of Science and Technology is assigned to guide and promote the application of digital transformation in mass mobilization work, especially in ethnic minority areas; deploy the movement "Digital People's Education", the model "Digital People", strengthen the application of information technology and digital platforms to serve propaganda and mobilization of the People, especially in cyberspace.
