The Prime Minister has approved a project to train high-quality human resources for ethnic minorities in a number of key industries and fields in the period 2026 - 2035, with many specific goals on enrollment scale, industry structure and development orientation to 2045.
According to this project, in the period 2026 - 2035, the number of new recruitments by target group of the project will increase annually from 2,000 to 2,500 students at college and university levels. In which, striving to attract from 1,000 to 1,500 students with good capacity to train and form a core labor force and cadres to serve socio-economic development in ethnic minority and mountainous areas.
The project applies to students who are ethnic minorities living in ethnic minority areas, mountainous areas, border areas, islands or poor households studying in key industries and fields. At the same time, university preparatory schools, vocational education institutions, higher education institutions, academies, research institutes and related agencies and organizations are also subjects participating in the project implementation.
The goal of the project is to expand fairness in accessing high-quality education, creating conditions for ethnic minorities to study in key industries and fields with high human resource demand.
On that basis, forming a core labor force and cadres with sufficient qualifications, qualities and capacity, directly contributing to the socio-economic development process of ethnic minority and mountainous areas.
In the period 2026 - 2035, the project strives to recruit 2,000 to 2,500 new college and university graduates annually; including attracting 1,000 to 1,500 potential students to train and form a core labor force and cadres to serve socio-economic development in ethnic minority and mountainous areas.
The proportion of learners according to healthcare industry groups is expected to reach from 7% to 10%, agriculture - forestry from 5% to 10%, tourism from 5% to 10%, and the rest belong to other industries and fields.
In addition, the scale of master's and doctoral training for ethnic minorities strives to increase by at least 10% per year; the scale of university preparatory training enrollment also strives to increase by at least 10% per year.
Orienting to 2045, the project continues to expand the scale and scope of training high-quality human resources who are ethnic minorities in some key industries and fields with strengths, meeting the socio-economic development goals of ethnic minority and mountainous areas.
In the period 2026 - 2030, the project focuses on training in the following industries and fields: health, information technology, agriculture, finance - banking, teacher training, tourism and social work; in the period 2030 - 2035, it will expand more training industries and fields suitable to the socio-economic development requirements of ethnic minority areas.
