In mountainous communes, remote and isolated areas, the use of smartphones or computers to submit administrative procedures online is still a challenge for many people, especially ethnic minorities and the elderly.
In that context, community digital technology teams in Quang Ngai have played a supporting role, contributing to improving the rate of online application submission, reducing costs and travel time.
According to VNA, Vi Glong village (Kon Plong commune) has 150 households, 470 people, 100% are Mo Nam people. Implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo, the village established a community digital technology team of 5 members.
According to Mr. A Thao, Secretary of the village party cell, members directly guide people to submit dossiers online at home or in a communal house. Thanks to that, about 20% of people in the village have been able to operate on their own. From the beginning of 2026 to now, people have submitted about 80 dossiers, mainly for certification and civil status in the form of online.

In Kon Plong commune, 25 villages and hamlets have established 88 members of the community digital technology team. From July 2025 to now, the commune administrative service center has received nearly 3,100 procedures, of which more than 2,000 dossiers are online, reaching over 67%.
In Tu Mo Rong commune, the terrain is hilly and mountainous, 95% of the population is ethnic minorities, the villages are 15-20km from the center. The whole commune has 17 community digital technology groups, each group of about 10 members. Since the beginning of 2026, the center has received nearly 500 dossiers, more than 80% submitted online.
Ngok Bay commune has more than 23,000 people, about 30% of the population is 50 years old or older. This is a group facing many difficulties in using electronic devices.
In Phuong Quy 2 village, the community digital technology team of 4 members implemented the motto "going to each alley, knocking on each house", guiding people to submit online applications, from birth registration, death registration to land procedures.
Ms. Tran Thi Lua, Secretary of the Party cell of Phuong Quy 2 village, said that the biggest difficulty is changing the habit from submitting directly to online and supporting the elderly to use equipment. However, the group has flexibly propagated and combined forces of youth union members to support.
According to Mr. Vo Minh Quang, Director of the public administrative service center of Ngok Bay commune, Ngok Bay commune has 16 community digital technology teams with 5-10 members/team. The teams focus on three tasks: eliminating technology illiteracy on the spot, building trust in online public services and reducing geographical barriers. Thanks to that, the online application rate increased from about 55% (July 2025) to more than 80% (March 2026).
According to the Department of Science and Technology of Quang Ngai province, the whole province has consolidated 1,477 community digital technology groups with nearly 12,200 members, covering the village level. The groups contribute to helping people access digital technology, shifting from submitting applications directly to online.
Thanks to that, the online application rate of Quang Ngai in the first quarter of 2026 reached nearly 80%, showing the clear effectiveness of the model in promoting digital transformation at the grassroots level.
