Faced with heavy rain, thunderstorms and the risk of floods, inundation, flash floods, and landslides, the Son La Department of Agriculture and Environment has requested departments, branches, and localities to urgently deploy synchronous response measures to ensure the safety of people's lives and property, according to the Son La Provincial e-Portal.
On the night of July 7 and morning of July 8, many areas in Son La province had moderate rain, heavy rain with thunderstorms. Common rainfall of 5-35mm, some places over 40mm, highest at Son La Hydropower Plant (Muong La commune) reaching 51.6mm.
Forecast from the evening of July 8 to the end of July 10, Son La will continue to have moderate rain, heavy rain, locally very heavy rain with common rainfall of 20-40mm, in some places over 100mm. Rain concentrated in the late afternoon, night and early morning, possibly accompanied by tornadoes, lightning, hail, strong gusts of wind. In particular, there is a risk of rain over 100mm in 3 hours, increasing the risk of flash floods, landslides and flooding in low-lying areas, along rivers and streams.
The Provincial Department of Agriculture and Environment requests localities to closely monitor weather developments, promptly update forecast bulletins to deploy appropriate response plans; strengthen propaganda and warnings to people, review high-risk areas to proactively evacuate people and property to safe places, and not let people stay in dangerous areas when there is a warning of flash floods and landslides.
Localities are also required to strictly control underground, overflows, weak bridges, deep flooded areas; resolutely not allow people and vehicles to pass when not ensuring safety; prepare sufficient forces, materials, and vehicles according to the "four on-the-spot" motto to be ready for rescue and relief.
At the same time, strengthen safety inspections of reservoirs, irrigation works, hydropower, under construction works and mineral exploitation areas; guide people to reinforce houses, protect production, and harvest crops to maturity.
Chairmen of People's Committees of communes and wards are directly responsible for directing disaster prevention and control work; agencies and units strictly implement the 24/24 hour duty regime, promptly report on the situation to advise the Provincial People's Committee to direct handling.
