What is an ethnic minority area?
According to the provisions of Article 4, Chapter II of Decree No. 272/2025/ND-CP: villages in ethnic minority areas are villages with 15% or more of ethnic minorities living stably as communities.
For the commune level, it is necessary to meet at least one of the following two criteria: Having 15% or more ethnic minorities living stably or having 4,500 or more ethnic minorities living stably.
For the provincial level, it is a province that meets at least one of two criteria: Having 15% or more of ethnic minorities living stably or having two-thirds or more of communes being communes in ethnic minority areas.
Criteria for determining mountainous villages, communes, and provinces
According to Article 5 of the Decree: a mountainous village is a village that meets at least one of the following two criteria: having at least 2/3 of the natural area located at an altitude of 200m or more above sea level or having at least 2/3 of the natural area with a terrain slope of 15% or more.
For the commune level, it is a commune that meets at least one of two criteria: having at least 2/3 of the natural area located at an altitude of 200m or more above sea level or having 2/3 or more villages being mountainous villages.
For the provincial level, the province meets at least one of two criteria: having at least 2/3 of the natural area located at an altitude of 200m or more above sea level or having 2/3 or more communes being mountainous communes.
When is it identified as ethnic minority and mountainous areas?
According to Article 6 of the Decree, the identification of provincial villages and communes in ethnic minority and mountainous areas is carried out according to the principle of meeting at least one of two conditions:
For villages that meet the provisions of Clause 1, Article 4 of the Decree or meet the provisions of Clause 1, Article 5 of the Decree.
For communes that meet the provisions of Clause 2, Article 4 of the Decree or meet the provisions of Clause 2, Article 5 of the Decree.
For provinces that meet the provisions of Clause 3, Article 4 of the Decree or meet the provisions of Clause 3, Article 5 of the Decree.
Clearly defining criteria according to each administrative level is the basis for accurately defining ethnic minority and mountainous areas, thereby ensuring that the implementation of policies in the 2026 - 2030 period is for the right subjects, in the right areas and in accordance with the practical conditions of each region.
