According to the National Center for Hydro-Meteorological Forecasting, at 7:00 AM on September 13th, the center of the tropical depression was located at about 17.2 degrees North latitude - 100.3 degrees East longitude, over the sea area of Quang Tri - Hue City, about 100km north-northeast of Hue City and about 170km east-southeast of Quang Tri.
The strongest wind near the center of the tropical depression is strong at level 6, equivalent to 39-49km/h, gusting at level 8. The tropical depression is moving in the Northwest direction at a speed of about 15km/h.
Forecast for the next 24-36 hours, the tropical depression will continue to move in a West-Northwest direction and move inland.
By 7:00 AM on September 14th, the center of the tropical depression is likely to be at about 17.8 degrees North latitude - 106.2 degrees East longitude, over the mainland area of Ha Tinh and north of Quang Tri. The system maintains intensity level 6, gusts level 8, moving in the West-Northwest direction at a speed of 10-15km/h.
By 7:00 PM on September 14, the tropical depression will move to the Central Laos area, at about 18.1 degrees North latitude - 105.0 degrees East longitude and gradually weaken into a low pressure area.
During this time, the dangerous area at sea is the area from 16.0-17.0 degrees North latitude, west of longitude 110.0 degrees East longitude. Disaster risk level level 3 is warned in the sea area from southern Nghe An to Hue City, including Con Co special zone, and the coastal area of Ha Tinh - Quang Tri.
At sea, the area from southern Nghe An to Hue City, including Con Co special zone, has strong winds of level 6, gusts of level 8, waves 2-4m high, rough seas. Dangerous weather can cause capsizing, sinking or damage to fishing boats, transport ships, tourist boats; and threaten aquaculture cages, boat anchorage areas and coastal works.
On land, from the afternoon of September 13, the coastal area from Ha Tinh to Quang Tri will gradually have winds increasing to level 6, gusting to level 8. Deep inland areas are likely to experience level 6 gusts. Strong winds can blow off roofs, damage temporary structures, break down green trees, billboards, and affect electricity, communication and traffic systems.

On the day and night of September 13th, the area from Ha Tinh to Hue City will have heavy to very heavy rain and thunderstorms, common rainfall of 100-200mm, locally over 350mm. Thanh Hoa and Nghe An will have moderate rain, heavy rain and thunderstorms, common rainfall of 40-70mm, locally over 150mm.
On the night of September 13th, the midland and delta areas of the Northern region, the south of Son La and Phu Tho provinces will have moderate rain, heavy rain and thunderstorms, common rainfall of 20-50mm, locally over 100mm.
On the day and night of September 14, the area from Thanh Hoa to Quang Tri will continue to have heavy to very heavy rain and thunderstorms, common rainfall of 100-200mm, locally over 350mm. The Northern Midlands and Plains, the South of Son La, Phu Tho, Tuyen Quang and Lao Cai provinces will have moderate rain, heavy rain and thunderstorms, common rainfall of 40-80mm, locally over 150mm.
On September 15th, day and night, the Northern Midlands and Plains, the South of Son La, Phu Tho, Tuyen Quang, Lao Cai provinces and the area from Thanh Hoa to the North of Quang Tri will have moderate rain, heavy rain and thunderstorms, common rainfall of 30-60mm, locally over 100mm. The heavy rain in these areas is likely to last until the morning of September 16th.
People and tourists need to be wary of thunderstorms, tornadoes and strong gusts of wind, especially during thunderstorms. Vehicles operating at sea need to proactively avoid dangerous areas, while people in mountainous areas and riverside areas need to closely monitor the developments of rain and floods to proactively respond.
