Provinces and cities are most affected when storm No. 9 Ragasa makes landfall

Super typhoon No. 9 Ragasa is heading towards the North and North Central regions; many provinces and cities are facing strong winds, heavy rain, and flooding risks.

According to the latest storm information from the National Center for Hydro-Meteorological Forecasting, at 12:00 on September 23, Typhoon No. 9 Ragasa was at about 20.3 degrees North latitude; 117.3 degrees East longitude, about 750km east of Zhou Peninsula (China).

The strongest wind speed reaches level 16-17 (184-221km/h), gusting over level 17.

It is forecasted that in the next 3 hours, the storm will continue to move in the West Northwest direction, at a speed of about 20km/h.

The National Center for Hydro-Meteorological Forecasting said that at 10:00 a.m. on September 24, the storm is expected to be about 340 km east of Loi Chau peninsula, maintaining winds of level 15-16, gusting above level 17.

The northern sea area of the East Sea is identified as a dangerous area, with a natural disaster risk level 4.

By 10:00 on September 25, the storm is expected to move into the sea area of Quang Ninh - Hai Phong, the intensity will decrease to level 10, gusting to level 12. The Gulf of Tonkin and the Northeast coastal area are at risk of being affected by the level of natural disaster risk of 3-4.

By the night of September 25, the storm weakened into a tropical depression when it made landfall in the Northern Delta and midlands, strong winds of level 6, gusting to level 8.

It is forecasted that by September 26, the storm circulation will continue to weaken into a low pressure area in the Upper Laos area.

Regarding the expected impact, Typhoon No. 9 Ragasa will have a strong impact both at sea and on land.

In the North East Sea, there are strong winds of level 10-14, near the center of the storm level 15-17, gusting above level 17; waves over 10 m high, the sea is very rough.

From September 24, the wind in the Gulf of Tonkin will increase rapidly to level 8-9, near the storm center level 10-12, gusting to level4; waves 4-6 m high.

In the coastal area of Quang Ninh - Hai Phong, the storm's water rose to an altitude of 0.5-1.0 m, accompanied by the risk of embankment landslides, causing damage to aquaculture.

On land, from the morning of September 25, the wind gradually increased to level 6-7 in the coastal area of Quang Ninh - Thanh Hoa, then increased to level 8-10, gusting to level 12.

The Northeast region will have strong winds of level 6-7, gusting to level 8-9.

In addition, Typhoon No. 9 Ragasa caused widespread heavy rain.

Specifically, from the night of September 24 to 26, the North, Thanh Hoa, Nghe An will have heavy to very heavy rain, with common rainfall of 100-250 mm, some places over 400 mm.

Heavy rain will be concentrated in the areas of Thai Nguyen, Southern Tuyen Quang, Lao Cai, Phu Tho, the Northern Delta, Thanh Hoa.

On September 25, the rain will be concentrated in Cao Bang, Thai Nguyen, Lang Son, Quang Ninh, Hai Phong, Bac Ninh, Hung Yen; on September 26-27, the rain will be concentrated in Phu Tho, the Northern Delta, Thanh Hoa.

There is a high risk of flooding in urban areas, flash floods on small rivers and streams, and landslides in mountainous areas.

The storm's circulation is very large, causing thunderstorms, whirlwinds, and strong gusts of wind in many areas before and during the storm's landfall.

In the face of complicated storm developments, the National Steering Committee for Natural Disaster Prevention and Control recommends that the Northern and North Central regions and functional forces urgently deploy response measures: call on ships to take shelter, reinforce houses, prepare evacuation plans for people in low-lying areas, coastal areas, and dangerous landslides.

Tourists planning to travel to Quang Ninh, Hai Phong, Thanh Hoa, Nghe An and the northern provinces in the period of September 24-26 should closely monitor weather developments, prepare plans to change destinations or accommodation times to ensure safety.
