According to the weather forecast from the Philippine Meteorological Agency (PAGASA), this low pressure is moving slowly but has an increasingly obvious structure, increasing the risk of strong winds, heavy rain and rough seas in many coastal areas.
The low pressure area that formed east of Mindanao on Sunday morning entered the Philippine Area of Responsibility (PAR) at 8:00 a.m. on November 23.
The low pressure is currently located 845 km northeast of Mindanao, and PAGASA assessed a high possibility of developing into a tropical depression in the next 24 hours.
When it reaches typhoon level, the tropical depression will be named Verbena - a native flower.
According to the latest storm forecast, Verbena is likely to make landfall in the Caraga area, Philippines on Monday evening. 27. After making landfall, the storm/tropical depression is expected to move northwest, passing through the Visayas, North MIMAROPA, and then enter the South China Sea early on Wednesday morning, November 26. When it strengthens in the East Sea, this system could become storm No. 15.
Tourist centers such as Bohol, Cebu, Siquijor, Boracay, Leyte, Samar, Palawan are likely to be affected by heavy rain, causing disruption to sea and air travel.
Although tropical depression/tropical storm Verbena is not expected to bring extreme winds, this system is determined to be a "heart of heavy rain".
Verbena is the third tropical cyclone of November and the 22nd in 2025 for the Philippines. Previously, Typhoon No. 13 Kalmaegi and Super Typhoon Fung-wong caused major damage in the central Philippines and Northern Luzon, causing hundreds of casualties.
PAGASA forecasts that the Philippines may welcome up to two more typhoons in December, meaning tourists should proactively check weather forecasts, update storm forecasts, and monitor sea conditions before booking tours, especially for trips related to ferries, diving, or traveling between islands.
