Clause 4, Article 1 of Decision 09-QD/TW of 2026 (amending and supplementing a number of articles of Decision No. 128-QD/TW, dated December 14, 2004 of the 9th Party Central Committee on the salary regime for cadres, civil servants, public employees of Party agencies, the Fatherland Front and mass organizations) stipulates as follows:
Supplementing to Table 6 (Talent Table for leadership positions of Party, Fatherland Front and mass organizations) position allowances for leaders of commune, ward, and special zone political centers:
In which: Type I: Applicable to Hanoi city, Ho Chi Minh City.
Type II: Applicable to the remaining provinces and cities.
Thus, according to the above regulations, the level of position allowance for the Director of the commune-level political center is currently as follows:
Directors of commune-level political centers in Hanoi City and Ho Chi Minh City are 0.35; in other provinces and cities is 0.25.
Deputy directors of commune-level political centers in Hanoi City and Ho Chi Minh City are 0.2; in other provinces and cities is 0.15.
Currently, according to Regulation 360-QD/TW, the organizational structure of commune, ward, special zone political centers, and commune-level political centers includes: Directors, 1 deputy director, lecturers and public employees (for political centers with more than 1 deputy director, the number is maintained, after 5 years of implementation in accordance with regulations).
The payroll of the commune-level political center is considered and decided by the commune-level Party Committee Standing Committee where the political center headquarters is located based on the total payroll assigned by the provincial-level Party Committee Standing Committee, ensuring to meet the requirements and tasks and balance between specialized agencies advising and assisting the commune-level Party Committee.
Commune-level political centers are implemented with a concurrent lecturer regime to serve teaching work.
