Ho Chi Minh City People's Committee has just issued a Decision approving the partial adjustment of the General Plan of Thu Duc City under Ho Chi Minh City until 2040 in Thu Thiem New Urban Area.
The scope of adjustment includes 4 areas belonging to Subdivision No. 1 according to the General Planning Project of Thu Duc City approved by the Prime Minister in Decision No. 202/QD-TTg dated January 21, 2025, with a total area of about 128 ha.
The viewpoint and objective of partially adjusting the planning is to concretize projects in the priority list and policy to attract strategic investors according to Resolution No. 260/2025/QH15 dated December 11, 2025 of the National Assembly, including the project to build the City Central Square and the City's Political - Administrative Center.
In the immediate future, Ho Chi Minh City needs to urgently implement the Ho Chi Minh City Political - Administrative Center project with a commensurate scale, meeting the development requirements of the City (after arranging and merging administrative boundaries) according to Resolution No. 05-NQ/TU dated January 9, 2026 of the Ho Chi Minh City Party Committee.

Previously, the Standing Committee of the Ho Chi Minh City Party Committee approved the construction location of the Political - Administrative Center in the central lake area of Thu Thiem New Urban Area.
Along To Huu Avenue, the Ho Chi Minh City Political - Administrative Center is located on an area of about 7.84 hectares, with a maximum height of 30 floors.
The project is designed according to modern architectural language, solid geometric building blocks, organized according to asymmetric axis towards Central Square, creating a solemn and unified image for the city's operating center.
In terms of function, the Center is planned to meet the regular working needs of about 6,000 officials, civil servants, and public employees.
It is expected that this place will receive about 1,500 - 2,000 people and business representatives every day through the modern "one-stop shop" system, contributing to improving service quality and administrative reform.


Ho Chi Minh City will arrange and rearrange key projects in Thu Thiem New Urban Area such as Children's Palace, Theater to form a multi-functional public complex of Politics - Administration - Culture; and at the same time adjust the land fund for green trees, sports and public services to support the International Financial Center. The adjustment ensures that it does not increase the total floor area of the entire area, while the public functional area is supplemented and expanded.
Ho Chi Minh City Children's Palace (under construction) will be adjusted to a new location with a relatively independent campus, convenient for special activities of children but still associated with green space, water surface and public space. The old Children's Palace land area will be converted into green and water surface land, completing the orientation of forming Thu Thiem central lake.
The Ho Chi Minh City Symphony Orchestra, Opera and Ballet Theater will be swapped positions from the Ba Son bridgehead area to the adjacent land area of the Political - Administrative Center. Here, the project is oriented to develop into a theater - performance - conference center with a scale of about 2,000 seats, contributing to creating a cultural highlight right at the new administrative core.
The theater land at the old location will be converted into a green park and square, continuously connected to Central Square and riverside park along the Saigon River, expanding community living space for people.

The core area of the International Financial Center adjusts to increase the height, and at the same time swaps a part of the function adjacent to the Central Square from commercial - service land to urban-level public green land.
The land use coefficient indicator will be focused on building prominent high-rise buildings, creating architectural symbols for the International Financial Center, and at the same time optimizing land value for auction, creating investment capital.
