Pursuant to the provisions of sub-section 3, Section 3 of Official Dispatch 03/CV-BCD 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a 2-level local government organization model, stipulate the regime and policies for cadres, civil servants, public employees and workers when implementing the arrangement of administrative units as follows:
- Officials and civil servants receiving salaries from the state budget when assigned to work in new administrative units will continue to receive salaries according to the rank, level and current salary allowance regimes for 6 months; then implement according to new regulations of the Government.
- In case cadres and civil servants have submitted a voluntary application for early retirement or resignation during the arrangement process, the competent agency, organization or unit shall review, evaluate and implement policies and regimes according to current regulations of the Government, ensuring the retention of people with outstanding abilities, meeting the requirements of the task.
- In case cadres and civil servants at the district and commune levels do not meet the standards and conditions to be assigned to take on job positions at the new commune level, the regime and policies will be resolved according to current regulations of the Government.
- Officials, civil servants and paid people in the armed forces in the administrative unit after arranging continue to enjoy specific regimes and policies applied in the region, area or administrative unit as before the arrangement until there is another decision of the competent authority. In case of changing the name of the post -arrangement administrative unit, use the new name of the administrative unit to continue organizing the implementation of specific regimes and policies.
Thus, district-level cadres and civil servants transferred to the commune level after the arrangement will continue to receive salaries according to the rank, level and current salary allowance regimes for a period of 6 months; then implement according to the new regulations of the Government.
