On the morning of April 28, at a press conference providing press information, Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) - said that the Ministry of Home Affairs advised the Government to submit to the National Assembly a draft Law on Cadres and Civil Servants (amended), in which a synchronous and unified public service system was proposed at all levels (provincial and commune levels).
Thus, there will be a common system of standards on positions and titles of cadres and civil servants, including commune-level civil servants.
Currently, regulations on commune-level cadres and civil servants are being implemented according to Decree 33 of the Government. Regarding the personnel plan, Mr. Phan Trung Tuan informed that when the Government Party Committee drafted the project, it was submitted to the Politburo for careful consideration 3 times before submitting to the Central Committee.
"Based on careful consideration, the Central Government decided to include personnel and staffing issues, and will basically keep the current number of staffings. District-level management leaders, civil servants and public employees are basically transferred to the commune level after the arrangement" - said the Director of the Department of Local Government.
According to Mr. Phan Trung Tuan, the personnel plan was stated in the conclusion of 150-KL/TW of the Politburo. But the spirit is implementing the principle of "local decisions, localities and localities is responsible", so the Central Government has directed the principle, the policy and the local authority to decide to arrange personnel of the commune level.
Mr. Phan Trung Tuan quoted information from senior leaders of the Party and State, saying that members of the Provincial Party Standing Committee and the City Party Committee can be arranged as secretaries at the new commune level.
"Not only Department Directors, Provincial Party Committee members or City Party Committee members, but even important areas can arrange members of the Provincial Party Committee Standing Committee, City Party Committee to hold the position of head of the Party Committee of the commune/ward.
As for all personnel options, who is a secretary, chairman, vice chairman, head of a specialized agency... will be decided by the provincial level, responsible, but the title standards will be implemented according to the instructions of competent authorities" - the Director of the Department of Local Government added.
