Resolution 27-NQ/TW in 2018 stated that the wage policy in the public sector is still complicated, the design of the salary system is not suitable for job positions, titles, and leadership positions; it is still heavily average, does not ensure livelihood, does not promote talent, and does not create motivation to improve the quality and efficiency of workers.
The regulation of the base salary multiplied by the coefficient does not clearly reflect the real value of the salary. Therefore, the abolition of the base salary and salary coefficient is necessary.
However, the abolition of the base salary and salary coefficient to build basic salary levels with specific amounts in new salary tables according to the principles of Resolution 27-NQ/TW has some shortcomings. Therefore, the construction of new salary tables (removing the base salary and salary coefficient) is one of the two contents of the wage reform that has not been implemented. Instead, the adjustment of the base salary will be implemented from July 1, 2024.
In Subsection 5.2, Section 5, Conclusion 83-KL/TW in 2024, it is stated:
5. Implementation organization
The Politburo requires party committees, party organizations, governments, the Fatherland Front, and socio-political organizations at all levels to urgently implement the following main tasks based on this Conclusion:
...
5.2. The Central Economic Commission shall take the lead in summarizing the implementation of Resolution 27-NQ/TW, in which it shall coordinate with the Party Committee of the Ministry of Home Affairs and relevant committees, ministries, and sectors to study and evaluate the suitability, feasibility, and propose the implementation of 5 new salary tables and 9 new allowance regimes for the public sector to be submitted to the Central Committee for consideration after 2026 when the Politburo issues and implements the system of job position categories in the political system.

Thus, if there are no changes, the proposal to implement 5 new salary tables and 9 new allowance regimes for the public sector will be submitted to the Central Committee for consideration after 2026.
If approved, 5 salary tables will be built according to the spirit of Resolution 27, one of the factors in building the new salary table is to establish basic salary levels with specific amounts completely replacing the base salary and salary coefficient in the new salary table.
