Speaking to clarify some issues of concern to National Assembly deputies on the afternoon of November 4 at the meeting hall, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that the policy on people with meritorious services is an outstanding policy - one of the best implemented social policies today. "Policies to sustainably reduce poverty for vulnerable groups in the direction of ensuring minimum social security and gradually increasing social assistance levels are being effectively implemented," said Mr. Dao Ngoc Dung.
Mr. Dao Ngoc Dung said that, in addition to focusing on mass human resource training, it is necessary to focus on training high-quality human resources, associated with promoting scientific research, developing technology applications, promoting innovative startups; striving to be in the top 3 leading ASEAN countries in the global innovation index by the end of 2025.
Referring to the issue of unemployment and underemployment among young people, Mr. Dao Ngoc Dung said that in general, this rate is within the allowable threshold - 7.92% - although not reassuring, this is an acceptable number.
According to the Minister, recently, unemployment and underemployment have tended to increase very rapidly, for example, the average for the entire Southeast Asia region is 9.5%; Brunei: 24%; Timor-Leste: 13.3%; Indonesia: 13%...
The reason is that the world economy is slowing down, making production and business difficult; employers tend to prioritize experienced workers who can take on many jobs to save costs, so young workers have difficulty adapting and fall into streamlining.
Besides, digital transformation and artificial intelligence application are taking place rapidly, causing many jobs to be replaced by machines and technology.
A segment of young workers prioritize finding stable, long-term jobs, refusing to jump from short-term jobs to better income, leading to temporary unemployment.
Regarding solutions, Mr. Dao Ngoc Dung stated that countries are focusing on basic solutions:
Perfecting labor and employment law policies, focusing on training and developing skills for young people in a flexible way to meet market needs.
There are preferential policies for small and medium enterprises, especially those started and run by young people; promoting innovation and creating jobs for young people.
Policies for young people to start businesses, financial support, management skills training, preferential tax and interest rate policies, creating conditions for young people, especially in vocational training...
Along with that is the unemployment insurance policy, not allowing youth to be unemployed for a long time; harmonizing domestic labor and creating conditions for youth to work abroad; prioritizing domestic jobs, limiting foreign labor.
“Limit the recruitment of foreign workers for general jobs, focus on recruiting high-quality workers and managers; only allow foreign workers in when the field or job cannot accept domestic workers to do that job,” said Mr. Dao Ngoc Dung.
Referring to housing policy for meritorious people, Mr. Dao Ngoc Dung said that, implementing the National Assembly's Resolution on socio-economic development by the end of 2023, the National Assembly assigned the Government to develop and implement a project to support meritorious people with housing difficulties.
According to Mr. Dao Ngoc Dung, the Government has established a Steering Committee to synchronously direct three policies: Housing support policy for meritorious people; housing support policy for the poor according to three target programs; and support policy for people who are not in the above two categories and are facing housing difficulties.
“Regarding the housing support policy for meritorious people, the State must be responsible for ensuring and using the State budget. The Government has assigned the Ministry of Construction to preside over this project. In October, the Ministry of Construction will develop the project. According to Government regulations, the policy will be submitted to the Prime Minister for completion and submitted in November 2024,” said the Minister.
