Contractors await restart date
The investment project to build Can Tho City Oncology Hospital (scale of 500 beds) was decided and approved by Can Tho City People's Committee on January 25, 2017 with a total investment of more than 1,700 billion VND from ODA loans from the Hungarian Government and counterpart capital of Can Tho City, invested by the Department of Health. The hospital is expected to be completed after 3 years (end of 2020) to become the largest and most modern oncology hospital in the Mekong Delta.
Due to the expiration of the loan contract, the project has only completed more than 21% of the contract value for the general contractor of design, equipment supply, technology and construction. Of which, the construction item has reached 82%, the construction equipment supply and installation item has completed more than 16%.
According to the reporter of Lao Dong Newspaper on the afternoon of November 7, the hospital building was exposed to the sun and rain, with weeds growing everywhere. The inside of the hospital was almost deserted, with materials scattered and equipment rusting. The hospital space was damp, with moss and mold growing on the walls, and some areas were flooded,...
Mr. Pham Quang Dung - executive officer (Executive Board of Construction of Can Tho City Oncology Hospital Project, contractor Bach Dang Construction Corporation) - said that all machinery and equipment gathered at the construction site for construction have not been in use for about 3 years, from scaffolding, formwork, steel... all have degraded.
"If we do it again now, it will take a lot of effort and money to maintain and repair equipment. To resume construction, we really hope that the relevant authorities will resolutely remove the obstacles. If we can restart the project from 2025, we are committed to completing the project in 2027," Mr. Dung shared.

It is known that in August, the People's Committee of Can Tho City sent an official dispatch to the Ministries of Planning and Investment, Finance, Construction, Health, Justice, and Foreign Affairs to ask for opinions on the contents of adjusting the investment policy for the project to build the Can Tho City Oncology Hospital.
Accordingly, the capital structure is adjusted from the Hungarian ODA loan to the state budget. The city reports and proposes to the Prime Minister to apply the designated bidding for the arising volume of 481m2 of block D. The currency for payment for the EPC contract (main contract) is adjusted from Euro to VND.
"The department has submitted the policy to the People's Committee of Can Tho City and if it is in time, it will submit the Resolution for approval at the People's Council meeting at the end of this year. After the resolution is issued, it will continue to send it to the Government for comments to soon restart this project" - Mr. Hoang Quoc Cuong, Director of the Department of Health of Can Tho City, quickly informed the reporter of Lao Dong Newspaper on the afternoon of November 7.
The Can Tho City Oncology Hospital construction investment project is one of the projects "named" in Official Dispatch 112 dated November 6 signed by Prime Minister Pham Minh Chinh, requiring ministries, branches and localities to focus on resolving pending projects, stopping construction, urgently implementing, completing, putting into use, and preventing waste and loss.
Previously, in many meetings with voters in Can Tho, the Prime Minister emphasized that Can Tho Oncology Hospital is the central hospital for the whole region. Currently, patients have to go to Ho Chi Minh City for treatment, the cost of accommodation and travel is very expensive. Therefore, the city leaders continue to implement the project with domestic capital, with the spirit that no matter how difficult it is, it must be done.
