According to the provisions of Section 7, Appendix IV of Decree No. 136/2020/ND-CP of the Government, boarding houses with a height of less than 3 floors or a volume of less than 1,000 m3 are managed by the People's Committee at the commune level (now stipulated in Section 7, Appendix IV of Decree No. 50/2024/ND-CP of the Government stipulating boarding houses with a height of less than 5 floors and a total volume of accommodation blocks of less than 2,500 m3 are managed by the People's Committee at the commune level), when renting out 2 rooms as boarding rooms, your house is subject to fire prevention and fighting management.
Therefore, he must fulfill the responsibility of the head of the facility in ensuring fire safety conditions as prescribed in Clause 2, Article 5 of Decree No. 136/2020/ND-CP of the Government and establish a record of management and monitoring of fire safety activities as prescribed in Clause 2, Article 4 of Circular No. 149/2020/TT-BCA of the Ministry of Public Security detailing a number of articles and measures to implement the Fire Prevention and Fighting Law and the Law amending and supplementing a number of articles of the Fire Prevention and Fighting Law and Decree No. 136/2020/ND-CP dated November 24, 2020 of the Government detailing a number of articles and measures to implement the Fire Prevention and Fighting Law and the Law amending and supplementing a number of articles of the Fire Prevention and Fighting Law.
