Resolution 01/2024/NQ-HDND of the People's Council of Bac Kan province regulates the titles, regimes and policies for part-time activities at the commune, village, residential group level and those directly participating in activities at the local level. villages and residential groups in the area.
The monthly allowance for non-specialized workers in villages and residential groups is prescribed as follows (unit: VND):

In addition, the Resolution of this Provincial People's Council also stipulates that part-time activities at the commune level may concurrently hold no more than 2 positions as part-time activities at the commune level or in villages and residential groups.
A person who operates part-time in a village or residential group may concurrently hold no more than one title of a part-time activist in a village or residential group.
In case of concurrent position, you are entitled to a concurrent allowance equal to 100% of the prescribed allowance for the concurrent position as prescribed in Clause 4, Article 34 of Decree No. 33/2023/ND-CP. Concurrent allowances are not used to calculate social insurance and health insurance payments.
Persons who work part-time in villages or residential groups are allowed to work concurrently with no more than 2 people directly participating in activities in villages or residential groups and are entitled to a part-time rate equal to 100% of the monthly support level of those directly participating. Participate in activities in villages and residential groups concurrently. In case of holding a concurrent position in Clause 2 of this Article, no more than 1 person can be held concurrently to directly participate in activities in the village or residential group.
In addition, people working part-time at the commune level are entitled to compulsory social insurance and health insurance according to the provisions of law on social insurance and health insurance.
People who work part-time in villages and residential groups are supported by the provincial budget with 100% of the health insurance premium paid by the individual according to regulations.
