On December 2, the Hanoi People's Committee (HPC) sent a document to the Departments, the City Police and the People's Committee of Nam Tu Liem District regarding the organization of the concert Anh trai say hi at My Dinh National Stadium.
In the document, the Hanoi People's Committee agreed to organize the music event Anh trai say hi Ha Noi - concert 3 and concert 4 at My Dinh National Stadium according to the proposal of the Department of Culture and Sports in Official Dispatch No. 5209/SVHTT-QLNT dated December 2, 2024.
The event is a large-scale cultural and artistic activity, attracting the attention of a large number of young audiences, so it requires the organization to ensure safety, security, order, fire prevention and fighting, and develop a control plan, and closely coordinate control.
Require the program organizer to take full responsibility for the program content and plans according to the documents submitted to the Department of Culture and Sports; organize implementation according to the instructions of relevant competent agencies in accordance with the law and the City's regulations.
The City People's Committee assigns the Department of Culture and Sports as the focal point, responsible to the City People's Committee for event organization; presides over and coordinates with relevant units to appraise documents and grant licenses according to legal regulations; guides the program organizer to ensure the content, scale and other related conditions are in accordance with legal regulations and the City.
Hanoi Department of Culture and Sports controls the correct implementation of program contents and plans according to the records and approval documents; promptly detects and handles arising situations and violations (if any), and reports to the City People's Committee for consideration of contents beyond its authority.
Hanoi City Police is assigned to preside over, coordinate with relevant agencies, inspect, appraise, and guide units to develop specific and detailed plans to ensure security and safety at the program's location; proactively prevent and handle any arising situations (if any) to avoid being passive or surprised; preside over and coordinate with the Department of Transport to regulate traffic flow and ensure traffic order and safety around the program's location.
The Department of Transport coordinates with the City Police, Nam Tu Liem District People's Committee and related units to implement traffic diversion, ensure traffic order and safety, guide vehicle parking locations around the event area, and prevent traffic jams before, during and after the event.
The Department of Health coordinates and supports the work of ensuring epidemic prevention and control, checking food hygiene and safety at the event area; directing medical facilities near the event area to ensure readiness to receive patients and handle unexpected situations (if any) at the event.
The Department of Natural Resources and Environment, Department of Construction, based on their functions and tasks, coordinate with the Department of Culture and Sports to guide units in performing tasks on environmental sanitation, urban lighting... to ensure the successful organization of the program.
Finally, the People's Committee of Nam Tu Liem district coordinated with relevant units to guide event organizers to ensure security, order, traffic safety, environmental sanitation, urban landscape according to management levels, and to look after vehicles in the event area in accordance with regulations.
The concert Anh trai say hi took place on 2 nights, December 7 and 9, at My Dinh National Stadium. The show gathered singers from the show Anh trai say hi and special guests. The band that came out of Anh trai say hi has 5 members, named Best 5.
