The 2026–2027 school year is a school year of special significance in the unified implementation of textbooks in general education institutions nationwide. Director of the Department of Education and Training (GDĐT) of An Giang province Tran Quang Bao said that up to now, the province has not issued a separate program to use the state budget to buy textbooks to donate or lend to all students in the area in the 2026–2027 school year. However, the province is proactively implementing necessary solutions to ensure that students have enough textbooks when entering the new school year, and at the same time prepare conditions to implement policies to support and exempt textbooks for students according to the roadmap and regulations of the Government.
The Department has guided educational institutions to review the entire demand for textbooks for the 2026–2027 school year; determine the number of students by grade level, subject; inventory the number of existing textbooks that are still usable; assess the ability to recall, circulate, transfer and establish additional purchase needs for the remaining books.
The province's point of view is not to buy new textbooks indiscriminately when there are still sources of books that can continue to be used. Educational institutions are required to prioritize taking advantage of existing textbooks; organize common bookshelves; recover, preserve, circulate, and transfer books between classes and schools within the appropriate scope before proposing new purchases. The preparation of estimates and organization of procurement, if any, must be based on actual needs, correct quantities, correct subjects, in accordance with the law and ensure thrift and efficiency," said the Director of the Department of Education and Training.
For textbooks belonging to sets of textbooks that have been used in previous school years but are no longer suitable for the list of textbooks used uniformly from the 2026–2027 school year, educational institutions are responsible for inventorying, classifying, evaluating the current status and proposing handling plans according to regulations; absolutely avoid the situation of disclosing or buying new ones while the books are still usable, thereby limiting loss and waste of public assets.
In addition, the province continues to pay attention to ensuring the rights of students in difficult circumstances, especially students from poor households, near-poor households, ethnic minority students, students studying at ethnic minority boarding schools, students in border and island areas and cases with particularly difficult circumstances. Current support policies continue to be implemented in accordance with regulations. At the same time, the province encourages educational institutions, organizations, businesses, philanthropists and individuals to participate in supporting textbooks, building shared bookshelves on the spirit of voluntariness, publicity, transparency and in accordance with regulations.
After completing the review, statistics and synthesis of actual needs from educational institutions, the Department will coordinate with the Department of Finance and relevant agencies to advise the Provincial People's Committee to consider a plan to allocate appropriate resources, ensure sufficient textbooks for students, and at the same time use the state budget economically and effectively.
