The Ministry of Education and Training (MOET) has just issued an official letter requesting the Departments of Education and Training of Hanoi, Hai Phong and Ho Chi Minh City to study and contribute opinions on the draft Circular regulating secondary school enrollment and high school enrollment.
Proposal to only have 2 subjects for the 10th grade entrance exam: Math and Literature
One of the notable contents in the draft is the regulation on organizing entrance exams. Specifically, in Article 15, the draft stipulates the number of exam subjects for public high school enrollment including 2 subjects: Mathematics and Literature. For secondary school enrollment, at institutions that organize competency assessment exams, the number of exam subjects includes Mathematics and Vietnamese.
According to the draft, the exam time for Literature is 120 minutes; Math is from 90 to 120 minutes for high school entrance exams. If maintained and promulgated, this regulation will be a major change compared to the current Enrollment Regulations.
According to Circular No. 30/2024/TT-BGDĐT currently applied to the 2026-2027 school year entrance exam, the exam includes Literature, Mathematics and a third exam/test chosen by the Department of Education and Training. Thus, the core new point in the draft is to completely remove this third exam.
However, this is only a draft in the stage of collecting professional opinions and public opinion, not yet an official regulation. The final plan may be adjusted by the Ministry of Education and Training after receiving feedback from localities.
Clarify the responsibility for enrollment at the beginning of the school year
In addition to the content of the exam subjects, the Ministry of Education and Training requests localities to contribute opinions on the distinction between "receiving first-grade students" and "recruiting first-grade students". The Ministry also requests to clarify the authority and responsibility of the Provincial People's Committee, Department of Education and Training, Commune People's Committee and educational institutions in receiving and enrolling first-grade students.
This is the content raised in the context of organizing 2-level local government, when the delineation of educational management responsibilities between levels of government needs to be adjusted to be appropriate.
The Ministry of Education and Training also requested localities to contribute opinions on the application of information technology, databases and digital transformation in admissions; the feasibility of regulations on secondary and high school entrance exams and difficulties and obstacles arising from practice.
