Regarding this issue, the Ministry of Education and Training answers as follows:
According to the provisions of point b, clause 4, Article 8 of Decree No. 35/2024/ND-CP dated April 2, 2024 of the Government, the standards for contributions and achievements to the cause of education and training when considering the title of Meritorious Teacher:
Teachers, management officials at educational institutions, management officials at educational management agencies, educational research officials not subject to point a of this clause who have 5 times achieved the title of Grassroots Emulation Soldier, excellent teacher at district level or higher; 1 time achieved the title of excellent teacher at provincial level; 2 times awarded certificates of merit at the ministerial, department, branch, provincial level or emulation titles, forms of state-level commendation".
Comparing with the content provided by Ms. Ngo Thi Thuy Hau, she is proposing to consider the title of People's Teacher, Meritorious Teacher, she needs to add 2 certificates of merit from ministries, departments, branches, and provinces (Ms. Hau only has 1 certificate of merit from the Ministry of Education and Training and cannot determine the commendation achievements of this certificate).
