    Regarding this issue, the Ministry of Education and Training answers as follows:

    According to the provisions of Clause 5, Article 8 of Decree No. 35/2024/ND-CP dated April 2, 2024 of the Government:

    For heads, deputy heads of agencies, organizations, units; Chairman of the University Council, Vice Chairman of the University Council (if any); Chairman of the School Council, Vice Chairman of the School Council (if any); Directors, Deputy Directors of universities, academies; Principals, Vice Principals of higher education institutions and equivalents, collectives managed by individuals must achieve the title "Advanced Labor Collective" or "Advanced Unit" for 03 consecutive years from the year proposed for consideration, including 02 of the following emulation titles and forms of commendation: "Excellent Labor Collective"; "Determined to Win Unit"; Certificates of Merit at the ministerial, departmental, sectoral, provincial level; emulation flags of ministries, departments, sectors, provinces; emulation titles and forms of state-level commendation....

    Comparing with the content provided by Ms. Le Thu Thao, in the 2022-2023 school year, the school was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee for outstanding achievements in the patriotic emulation movement in the 2022-2023 school year; in the 2023-2024 school year, it achieved the title of Excellent Labor Collective; in the 2024-2025 school year, it achieved the title of Advanced Labor Collective. Thus, in the 2022-2023 school year, the school was awarded a Certificate of Merit by the Provincial People's Committee for achievements in the patriotic emulation movement in the 2022-2023 school year, this achievement has not been identified as the "Certificate of Merit" of the province as prescribed in Clause 5, Article 8 of Decree No. 35/2024/ND-CP.
